Position Summary

Provides environmental services and solutions such as regulatory analysis, permitting, reporting and strategic planning by promoting sound stewardship and sustainable practices throughout the company. Applies theory and principles of environmental engineering used in prevention, control, assessment and remediation of environmental pollution, including waste treatment and site remediation, emission calculations and release estimates, and protection of cultural resources.

Tasks and Responsibilities

  • Analyzes federal, state and local environmental and/or historic preservation regulations that impact CPS Energy in its planning and/or operations and develops options for compliance with impacted work areas. 
  • Identifies appropriate measures to ensure compliance with environmental regulations.
  • Prepares, certifies and submits regulatory reports to various Federal and State agencies as required.
  • Conducts environmental field investigations, inspections on CPS Energy construction sites and CPS Energy properties.
  • Obtains licensing and/or permitting for both existing and proposed CPS Energy facilities.
  • Develops and manages environmental contracts for Department and user areas.
  • Core responsibilities focus on operational/tactical and administrative aspects of the organization.
  • Represents CPS Energy by responding to regulatory agencies such as the Texas Commission on Environmental Quality (TCEQ), the Texas Historical Commission (THC) and the Environmental Protection Agency (EPA), as well as responding to inquiries from the public. 
  • Facilitates/coordinates meetings involving contractors, user areas and management.
  • Participates in community activities and trade show events promoting positive customer relations.
  • May testify in public hearings and/or court proceeding cases as an expert witness on environmental issues.
  • Manages environmental and/or sustainability project, and/or programs.
  • Coordinates job assignments and responsibilities with team members, crews and contractors.
  • Provides input in developing environmental awareness conservation and sustainable strategies.
  • Maintains current professional, technical and regulatory knowledge through attendance at seminars and workshops and through the reading of industry publications/journals.
  • Conducts environmental and/or archaeological field investigations, compliance reviews on CPS Energy facilities, construction sites and potential properties.
  • If applicable, performs regulatory archaeological reviews for CPS Energy projects.
  • If applicable, maintains operating agreements with the City of San Antonio Office of Historic Preservation (OHP) and the Texas Historical Commission (THC).
  • Makes some recommendations and decisions and identifies alternative solutions that will have moderate impact on the business.
  • Must be aware and may provide input to area budget.
  • Performs other duties as assigned. 

Minimum Skills

Minimum Knowledge and Abilities

Applied fundamental concepts, practices and procedures of environmental rules and regulations; some evaluation, originality or ingenuity is required.Important to this position are: critical thinking, speaking & presenting, technical writing, active listening & learning, coordination, complex problem solving, quality judgment and decision making.Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.

Preferred Qualifications

  • Master of Science degree in Biology, Chemistry, Geology, Environmental Science, Natural Resources Management, Archaeology, Anthropology or related field
  • Professional environmental experience or a combination of professional and/or applicable operational experience supporting environmental projects that demonstrates ability to carry out the tasks and responsibilities defined in this job description
  • 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification preferred
  • Ability to develop alternative solutions, prioritize, and complete work projects/assignments on schedule
