About Us: The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
The Office of Revenue Management is under the Assistant Secretary for Administration located at DCF Headquarters in Tallahassee, Florida. The Office of Revenue Management is responsible for the funding analysis of DCF's Approved Operating and Budget plan, maintaining official revenue cash sheets and schedules, verification of budget amendment funding impacts, funding/assessment of policy impacting funding issues related to the Department's Legislative Budget Requests. This includes the application of Federal and State cost allocation principles coupled with coordination and communication of Federal Grant and Federal contract requirements with the various program offices.
The Trust Fund Unit is responsible for the preparation and maintaining the department’s nonoperating spend plan and projections, analyzes the nonoperating spend plan, and submits requests when deficits are anticipated. The unit also produces monthly financial and operational analyses such as the Revenue Health Reports, including data collection, validation, and report preparation for leadership. Additional responsibilities include preparing and maintaining the Department’s Schedule I and supporting documentation, conducting trust fund analyses, supporting the annual Approved Operating Budget (AOB) and Budget Amendments, and assisting with year‑end accruals such as the Service Charge to General Revenue, Unverified Deposits, Accounts Receivable Allowances, and Due To/Due Froms.
What you will do: This is a professional position performing highly responsible technical and operational analysis functions in the Office of Revenue Management within the Trust Fund Unit. The incumbent is expected to function independently with minimal supervision to perform complex tasks. This is a highly skilled position responsible for large projects that involve Department finances, budget and cash management which includes the implementation and the maintenance of an ongoing financial management function.
Job Duties and Responsibilities:
Specifically, the incumbent’s responsibilities will include, but are not limited to:
- Trust fund analyses, schedules and supporting documentation
- Schedule I’s, to include various other schedules and supporting documentation
- Funding of the Department’s annual approved operating budget, amendments, etc.
- Revenue health reports
- Estimated revenues
- Assists in the preparation of year-end accruals
- Research and analysis of the State and Federal policies, rules, and laws.
