Overview
Business Compliance Officer provides site visits, contract audits, wage, safety, and compliance enforcement. Conducts risk assessment and works collaboratively with project managers and stakeholders for noncompliance mitigation and mediation support. Works under supervision of the Assistant Director of the Business Enterprise Hub with moderate latitude for the use of initiative and independent judgement.
Essential Functions
1 Responsible for developing internal policies. 2 Create and oversee internal company policies, ensuring they align with legal requirements.
3 Conduct site visits inclusive of compliance of scope, terms, performance, wage and safety.
4 Complete risk assessments by continuously monitor compliance risks both externally (laws and regulations) and internally (company policies).
5 Develop and manage reporting with regularly reports to management on the organization’s compliance status and of the vendors with associated contracts.
6 Develops action plans that address noncompliance situations by devising realistic plans to overcome them.
7 Conducting on-site and desk audits to identify potential weaknesses and noncompliance issues.
8 Support internal and external communication campaigns and trainings to ensure all parties and stakeholders understand their obligations regarding internal and external laws and regulations.
9 Performs continual planning to integrate the actions involving contractual obligations and responsibilities of both the City and the contractor.
10 Incorporates changed contract requirements or settles issues that develop after contract placement, e.g., equitable adjustments in price and/or delivery schedule for unilaterally directed changes in the work, for damages suffered by the contractor due to late delivery or defective condition of Government furnished property, for increases or decreases in taxes included in the contract price, or similar conditions.
11 Manages vendor and subcontractor invoicing and payments in City B2G Now portal.
12 Monitors M/WBE utilization and compliance.
13 Performs any and all other work as assigned.
Knowledge, Skills and Abilities
1 Knowledge of risk assessments and matrix analysts.
2 Specialized knowledge of small, minority, women and disadvantaged business certification, utilization, and financial regulations and requirements.
3 Knowledge of problem solving and mediation skills.
4 Knowledge and expertise in communication and presentation skills.
5 Knowledge and expertise written correspondence and report development of findings and audits.
6 Specialized knowledge of construction site, safety requirements and wage compliance.
7 Specialized knowledge of contract administration policy and procedures sufficient to monitor contractor performance on complex contracts covering major systems or extensive programs.
8 Knowledge of B2G Now or compliance management system.
9 Knowledge of federal, state, and local utilization and participation requirements and governing laws.
10 Vendor management and conflict resolution.
Experience
5 Years of experience in following areas:
- Construction, wage, project inspection and compliance
- Contract compliance
- Small and/or disadvantaged business program goals
- Effective communication, presentation and public speaking
- Audit
- Finance.
Licenses and Certifications
Texas Driver's License.
