Summary/Objective

Administers and supervises the implementation of private land cost share programs including the Landowner and Community Assistance Program (LCAP) and all Farm Bill and other federal conservation related programs throughout the Region.  Works with the Regional Resource Management Unit Supervisor and the Regional Administrator to oversee all resource management operations and associated staff in the Southeast Region.

Essential Job Duties

  • ​​Ensures the implementation of the private forest land forest stewardship program and federal cost share implementation on the region; understands the rules and procedures for each program that the Statewide Resource Management and Community & Private Land Conservation Branches administers; provides input and recommendations to county cost-share rates for each program as needed; ensures landowner compliance with project specifications prior to payment and maintains annual inspection information; implements the regional Missouri Managed Woods (MMW) program, Missouri Recreational Access Program (MRAP), and Tree Resource Improvement and Maintenance (TRIM) grants, Excess Property Program, Community Conservation Grants, and the Community Assistant Program (CAP); helps guide community conservation services to landowners, cities, towns, and other communities; provides community forestry assistance; works with other Department employees, local governments, fire departments, and partners to implement conservation measures on private land; coordinates with partner NGO staff and members; assists in the development of cooperative agreements.
  • Provides local supervisory and administrative oversight and guidance on human resource issues; directs input to budget preparation and development; develops and implements the regional work plan; prepares periodic reports for the region or Central Office; provides oversight for performance management of regional staff; stays current on policies and procedures; fills in for Regional Administrator; participates in Regional Conservation Teams (RCT) functions and events; stays abreast and facilitates trainings within the region to ensure staff improve their works skills and further career development; provides training in specialty areas; works with other branches on management activities and projects; participates in special events and program planning and organization; prepares and presents news releases; provides programs about conservation to civic and school groups.
  • Assists the Regional Management Team to coordinate and implement Department priorities and other regional functions. 
  • Assists the Regional Resource Management Unit Supervisor with fire management; assists in training for volunteer fire departments; signs and supervises the development of private landowner prescribed fire plans; maintains training and certifications to remain RxBurn Boss certified.
  • Completes a wide variety of administrative tasks.

Education and Experience

  • Graduation from an accredited college or university with a Bachelor’s Degree in Fisheries, Forestry or Wildlife Management, Natural Resource Management or applicable field of study.
  • At least five (5) years of progressively responsible professional experience or an equivalent combination of education and experience.
  • Must maintain a valid, current driver's license.
  • Pesticide applicator's license is desired.
  • Commercial Driver's License (CDL) is desired.

Knowledge, Skills and Abilities

  • Ability to coordinate administrative and management activities to achieve Department goals.
  • Give overall guidance and direction to the field staff to assure their programs are properly carried out in achieving an efficient and productive operation.
  • Evaluate and analyze Branch programs and develop improvements.
  • Make administrative and supervisory decisions in a wide range of management areas including budgeting, personnel and procurement matters.
  • Ability to plan and project future operating needs in staffing and program changes.
  • Resolve conflicts and work effectively with others.
  • Ability to exercise judgment and initiative in interpreting Department and Division policies and procedures and in delegating responsibilitie
