About the role

Summary

Spire Midstream is seeking a Director, Midstream Operations responsible for the operations, maintenance, and compliance for all of Spire Midstream operating assets.   Spire’s current midstream portfolio includes Spire Storage West in WY, STL Pipeline located in IL/MO and a recently acquired storage facility in the central US.   This position will supervise all operations, maintenance and compliance personnel for each facility and operations support staff located in Houston, TX.   The position will also require interface with Spire’s Shared Service organization(s) that provide financial, legal, compliance, security and control room services to these midstream assets.   The position reports to the President, Spire Midstream.  

Duties and Responsibilities

•    Supervise, direct, train, mentor, and/or assist employees performing operations, measurement, and maintenance activities for pipeline and storage facilities including compressor stations, dehydration facilities, measurement facilities, storage injection/withdrawal wells, and related equipment
•    Manage facilities and personnel to operate reliably and safely
•    Manage operations team staffing within approved headcount
•    Ensure that the facilities are operated in a manner that is compliant with organizations/regulations with regulatory oversite that includes PHMSA, OSHA, EPA, DOT
•    Operate facilities within approved budgets
•    Manage and ensure the appropriate exchange of information as required for facility operations, maintenance, measurement, and other activities between:
o    Midstream team:  Commercial, Engineering/Reservoir, Projects, Legal and Finance
o    Shared service employees: Land, EHS, Integrity, Security
o    Public/governmental officials, employees, contractors, customers, producers, and landowners
•    Ensure compliance with company policies related to OSHA, EPA, and DOT requirements, preparing appropriate documentation
•    Lead outside agency audits to ensure full compliance with all applicable federal, state and local statutes, regulations and requirements
•    Interface with the Midstream team to develop and manage operational budgets that are consistent with Business Unit financial objectives
•    Assist in the development of new business activities and the expansion of existing business activities
•    Manage remediation activities to comply with regulatory requirements and Spire’s commitments
•    Provide information and/or assistance to front-line supervisors and facility employees regarding workload priorities, regulatory compliance,  operational changes, etc.
•    Oversee on-site supply chain activities, including receipt and inventory control of equipment and materials

•    Prior supervisory/managerial experience in plant and pipeline operations. Experience supervising and/or managing multi-site operational groups.
•    Minimum of 5 years of relevant experience
•    Strong interpersonal skills with the proven ability to build and establish rapport with a diverse array of people; ability to work in a dynamic team environment.

Required Education (certifications, licenses)

•    Bachelor’s Degree required – prefer engineering or similar educational background

Required knowledge, skill and abilities

•    Experience with and understanding of midstream pipeline and storage operations 
•    Knowledge of state and federal pipeline safety regulations and operations reporting requirements
•    Knowledge of state and federal environmental regulations
•    Knowledge of OSHA regulations and safety policies and procedures
•    Excellent written and spoken communication skills.
