About the role

The Division Director - Community Based Services provides strategic leadership, oversight, and coordination of community-based programs and services that support adjudicated youth in Wayne County. This role is responsible for managing partnerships with Care Management Organizations (CMOs) and community providers that deliver court-ordered services and oversight for youth in the community. The Director ensures that programs are aligned with Wayne County’s Juvenile and Youth Services (JYS) mission and departmental goals, while also supporting the implementation of Michigan’s Juvenile Justice Reform legislation.

 

  • Required Tasks
    • Provide direction for program oversight and conduct programmatic compliance audits, facilitate regular reviews of contract and delegated agencies to ensure alignment with expectations, receive, review, and approve policy and program compliance reports from vendors, and ensure updated policies and procedures reflect best practices and contractual mandates.
    • Develop and set annual objectives and goals for the division and prepare and disseminate an annual compliance audit schedule.
    • Oversee the Community System of Care, including current CMO contracts and development of new program, possess in-depth knowledge of all contract requirements and expectations, and provide technical assistance to contractors regarding policy interpretation, operations, and collaboration.
    • Develop, update, and write internal policies and standard operating procedures and ensure policies align with juvenile justice mandates and best practices across provider networks.
    • Present the division’s annual budget to the Director of Juvenile and Youth Services (JYS).
    • Maintain active communication with the 3rd Circuit Court Juvenile Division regarding youth in the system and represent the division in presentations to government committees and commissions related to contracts and programming.
    • Perform other duties as required.
  • Education/Experience Requirements
    • Bachelor’s degree required in Social Work, Public Administration, Criminal Justice, Psychology, Human Services, or a closely related field.
    • Master’s degree preferred in Social Work (MSW), Public Administration (MPA), Public Health (MPH), Criminal Justice, or related behavioral or social science field.
    • Additional certifications or continuing education in areas such as juvenile justice, nonprofit/public sector leadership, or program administration are a plus.
    • Minimum of 5–7 years of progressively responsible experience in juvenile justice, human services, behavioral health, or community-based program administration.
    • At least 3 years of supervisory or leadership experience managing teams, programs, or contracted service providers.
