What You’ll Do

Summary/Objective:

The Sr. Compliance Officer is responsible for working as a senior member of the Compliance Department to ensure Management’s awareness of, and the credit union’s compliance with, applicable rules and regulations as well as taking a leading role in administering the credit union’s Compliance Program.

  • Take a leading role within the Compliance Department in developing and enhancing DCU’s Compliance Program by assisting and guiding other team members.
  • Maintain an understanding of laws and regulations related to consumer banking compliance (such as the Consumer Financial Protection Act (Title X of Dodd-Frank), Electronic Fund Transfer Act (Regulation E), Truth in Savings Act, Equal Credit Opportunity Act (Regulation B), Fair Credit Reporting Act (Regulation V), Truth in Lending (Regulation Z), Real Estate Settlement Procedures Act (Regulation X), Home Mortgage Disclosure Act (Regulation C), SCRA/MLA, Expedited Funds Availability Act (Regulation CC), Fair Debt Collection Practices Act, and others).
  • Serve as Compliance lead in response to incidents and projects with significant compliance concerns/implications.
  • Serve as lead on CMS enhancement projects, such CMS policies and procedures, as well as developing new second-line Compliance processes and enhancing existing processes.
  • Produce high-quality work product and provide excellent presentations in all aspects of the role with minimal need for review and feedback.
  • Plan and perform independent testing/compliance reviews of complex areas of compliance as directed by Compliance Management to ensure internal policies and procedures remain in compliance with applicable laws and regulations and are consistently followed across all business areas.
  • Monitor complex legislative and regulatory developments through multiple channels and disseminate relevant information to impacted business areas as directed by Compliance Management.
  • Assist in researching, analyzing, and interpreting proposed regulatory changes and make appropriate recommendations to Compliance Management.
  • Review credit union products and services for compliance concerns. Act as coordinator or participant in projects involving complex regulatory change.
  • Assist Management in the implementation or revision of policies and procedures with compliance components, as well as with training materials and internal communications.
  • Review credit union disclosures, communications, forms, notices, web pages, branch signage and advertisements for compliance with advertising and other applicable laws and regulations as needed.
  • Analyze and advise the business units with day-to-day questions regarding regulatory and operational compliance matters.
  • Work with Management to resolve issues and address deficiencies noted in compliance reviews, risk assessments, internal audits, and regulatory examinations.
  • Assist in researching and responding to member complaints as needed.
  • Develop and maintain positive relationships within the business units to ensure a partnership approach to compliance risk management.
  • Prepare materials for and facilitate Compliance Committee Meetings, as directed by Compliance Management.
  • Oversee follow through of Management Responses to compliance audit findings with internal business areas as directed by Compliance Management.
  • Complete all required Bank Secrecy Act related training annually and maintain an ongoing in-depth knowledge of DCU BSA policies and regulatory requirements.
  • Perform other duties as assigned.

Supervisory Responsibility:

This position may include supervision of Compliance Officers and/or Specialists.

What You’ll Need

Education and Experience Requirements:

 

  • 7 or more years’ experience in compliance oversight; or equivalent combination of education and experience.
  • Familiarity with NCUA and CFPB rules and regulations.
  • Strong understanding of both lending- and deposit-related consumer protection laws and regulations that impact financial institutions.
  • The ideal candidate will have strong experience in scoping compliance reviews and testing.
  • Strong writing and presentation skills.
  • BA/BS required.
  • Certified Regulatory Compliance Manager (CRCM) certification, Credit Union Compliance Ex
