Organizational ContextThe Global Infrastructure Section is responsible for managing UNHCR’s global portfolio of facilities and premises, ensuring that infrastructure systems and services effectively support operations worldwide. Reliable, well-governed, and integrated data are critical enablers of this mandate, supporting planning, investment decisions, performance monitoring, and accountability.
Since its inception in 2023, the UNIFIER facilities data initiative has grown significantly in scope and strategic importance. As demand for data-driven decision-making has increased across Country Operations, Regional Bureaux, and Headquarters, the need for timely, accurate, and analytically robust facilities data has become increasingly critical. The ongoing integration of UNIFIER with corporate platforms such as C-ERP, Workday, and enterprise analytics tools under the Business Transformation Program (BTP) has further expanded the complexity of the infrastructure data landscape, while creating new opportunities to generate actionable insights on costs, space utilization, and infrastructure performance.
Role Purpose
Under the guidance of the Land and Building Officer, the Associate Infrastructure Business Analyst supports the Global Infrastructure Section by bridging facilities systems, business requirements, and data analytics. The role contributes to the effective operation of facilities systems, supports enterprise data integration, and translates UNHCR's infrastructure/ real estate portfolio business needs into structured data and analytical outputs that inform global decision-making.
Roles and Responsibilities
• Support the day-to-day functioning and continuous improvement of facilities systems, including UNIFIER, as core platforms for managing premises, leases, space, and infrastructure data.
• Provide functional support to users and assist with system configuration, enhancements, and issue resolution related to facilities and infrastructure business processes.
• Support the identification, documentation, and validation of business and information requirements related to facilities, premises, leases, costs, and space utilization.
• Define data and information requirements, collection, analysis, storage, and dissemination of facilities and infrastructure data in line with organizational standards.
• With delegated responsibility, coordinate IT projects for the Global Infrastructure Section by overseeing the full lifecycle of data activities.
• Support the consolidation and interoperability from manual expense tracking to leveraging C-ERP to create cost efficiency and space optimization KPIs.
• Support integration and interoperability of facilities data across enterprise platforms, including UNIFIER, C-ERP, Workday, and analytics systems under the Business Transformation Program (BTP).
• Development and maintenance of GIS dashboards, KPIs, and analytical products related to infrastructure costs, space utilization, and performance.
• Contribute to global business analysis and reporting by delivering facilities insights complemented by financial and HR data.
• Support data governance, quality assurance, and documentation in accordance with technical standards established by DIST.
• Coordinate with internal stakeholders, including DIST, DRM, DESS, DPM, and operational units, to align infrastructure business needs, systems, and data outputs.
• Manage data-related IT initiatives and system enhancements through planning, implementation support, and monitoring.
• Contribute knowledge management, documentation, and handover to ensure continuity.
Desired Candidate Profile
Education
• First-level university degree in information systems, data management, analytics, engineering, business analysis, economics or related fields. An advanced university degree would be an asset.
Certificates and/or Licenses
• Operational Data Management Learning Program and/or Data Analytics Professional Certificate or equivalent.
Work Experience
• 3 years of relevant experience, preferably in the UN system.
• Familiarity with UN system policies, standards, programmes, and operations.
• Knowledge of the Oracle-Unifier platform for Facilities Management would be an asset.
Technical Skills
• Experience with data analysis and visualization tools, preferably Microsoft Power BI (Datamarts, DAX, Power Query M)
