POSITION SUMMARY
The Illinois Department of Central Management Services (CMS) seeks an experienced executive in real estate development and project management to advise CMS through a new mode of facility management. The successful candidate will serve as a liaison to the State’s infrastructure and capital projects agencies, as well as to agencies seeking to transform their current workspaces; they will have experience with or significant exposure to property management, engineering, architecture, construction, and project finance. The role will involve the day-to-day management of some of the State’s largest real estate projects and will include oversight and supervision of staff and teams.
POSITION ESSENTIAL FUNCTIONS
- Subject to management approval of the Central Management Services (CMS) Chief of Staff, serves as the Senior Infrastructure Advisor performing a broad spectrum of policymaking, project managing, spokesperson, facilitative, and review functions to develop, implement, and monitor all phases of progress for all initiatives and objectives for Environmental Health & Safety, Space Planning, and assigned organizational components within CMS.
- Serves as representative on behalf of the Chief of Staff and the agency in intra and inter-agency meetings involving high level policy and administrative decisions.
- Serves as spokesperson for the Chief of Staff and the agency to all agencies, boards and commissions, and other concerned parties explaining and interpreting CMS programs and services involved in initiatives and objectives for assigned areas, to foster support and enhance the effectiveness of the understanding, standardization, and integration of intent to all concerned parties.
- Monitors and reports on progress and completion of all initiatives and project phases to the Chief of Staff and senior management in the assigned areas to maximize potential of returns for all concerned parties.
- Directs special projects, frequently of a highly confidential and sensitive nature, for the Chief of Staff and the Director.
- Serves as a full line supervisor.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in public or business administration.
- Requires four years of progressively responsible administrative experience in public or business organization
PREFERRED QUALIFICATIONS
- Prefers extensive knowledge of existing agency programs, policies, and procedures.
- Prefers extensive knowledge of developing and implementing multi-jurisdictional policies and procedures
CONDITIONS OF EMPLOYMENT
- This position requires the applicant to pass a background check.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends. This also requires the ability to work in a 24 hour ‘on call’ capacity.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.<
