Summary

Under the direction of the City Attorney or his/her designee is responsible for performing a variety of professional legal work in civil and criminal litigation, providing legal opinions and advice to City employees and officials, performing legal research, and investigating claims against the City and may exercise partial supervision over and direction to other attorneys or clerical staff.

Examples of duties

  1. Appears before state and federal agencies and courts to represent the interests of the City, its departments, agencies, officials and employees.
  2. Prosecutes criminal misdemeanors and civil infractions to include determining whether to authorize a warrant, accept plea-bargains, reduce charges, or take a case to trial.
  3. Serve as on-call attorney for the Flint Police Department on weekends to determine whether a complaint and warrant should be authorized.
  4. Conducts all stages of criminal, civil, and administrative litigation, including but not limited to case review, discovery, motion practice, trial and appeals.
  5. Works with, interprets, analyzes, and responds to requests for information under the Freedom of Information Act.
  6. Prepares drafts, analyzes, reviews and issues opinions concerning legal documents including contracts, agreements ordinances, court documents, resolutions, complaints, summons, and leases and engages in negotiations regarding the same.
  7. Evaluates, assesses, and investigates internal complaints of employees based upon violation of City policies.
  8. Attends meetings of City boards, agencies and other organizations providing legal counsel and advice upon request.
  9. DraftS and reviews legal opinions of the City Attorney.
  10. Drafts notices, resolutions, and ordinances.
  11. Provides in-house training pertaining to laws, policies, and procedures in conjunction with the Department of Human Resources.
  12. Maintains records and prepares reports and correspondence related to the work.
  13. Researches and provides legal advice to City officials, employees on complex legal issues with broad and long-lasting ramifications.
  14. Engages in complex settlement and other negotiations. 
  15. Provides direction to other law department staff on methods, strategies, and other aspects of conducting litigation and other duties.
  16. Performs other related work as required. 

Qualifications

  1. Graduation from an accredited law school. 
  2. Four (4) years of post-admission experience in the practice of municipal or local government law, OR three (3) years of post-admission experience in the practice of criminal/civil litigation or transactional law.
NECESSARY SPECIAL REQUIREMENTS:
  1. License to practice law in the State of Michigan and a member in good standing with the State Bar of Michigan.
  2. Possession and maintenance of a valid State of Michigan Drivers’ License.
