POSITION: Human Resources Assistant
DEPARTMENT: Administration
REPORTS TO: Director of Human Resources
LOCATION: 2920 International Boulevard, Oakland, CA 94601
WORK HOURS: 50% FTE, Up to 20 hours per week
STATUS: Part-Time, Non-Union, Non-Exempt
POSITION SUMMARY
The Human Resources Assistant will provide administrative support for the Native American Health Center’s (NAHC) Human Resources department. The HR Assistant will be responsible for HR assisting with the recruitment and onboarding process, maintaining accurate employee records and managing internal and external communications for the Human Resources Department.
The Native American Health Center is an accredited institution and adheres to the standards of excellence set forth by the Accreditation Association of Ambulatory Health Care (AAAHC) and the Commission of Dental Accreditation (CODA).
DUTIES AND RESPONSIBILITIES
1. RECRUITMENT: Assist with posting job openings on internal and external job boards (e.g., Indeed, LinkedIn, company website).
2. Help screen resumes and applications for basic qualification alignment using checklists provided by HR.
3. Schedule interviews and coordinate candidate availability with hiring managers.
4. Shadow HR team members to learn about the full-cycle recruitment process.
5. Support recruitment quality improvement initiatives i.e. Map and document the current recruitment workflow to identify process delays or bottlenecks. Develop and distribute post-interview candidate surveys to assess and improve candidate experience. Audit job descriptions for outdated content, inclusive language, and formatting consistency. Support creation of a job posting calendar and social media recruitment content to enhance employer branding. Compile a database of local training programs and community partners to strengthen entry-level talent pipelines. Organize and update recruitment file documentation to ensure compliance and easy access. Assist in standardizing email templates and communication touchpoints used throughout the hiring process.
6. HR RECORD KEEPING: Maintain, file, and continually update employee file personnel, medical/confidential both hard copy and electronic files. Files must meet legal and funding requirements.
7. HR INFORMATION SYSTEM: Ensure all personnel data related to new hire records and terminations are accurately maintained and entered timely.
8. Assist with managing and tracking annual requirements in Paycom.
9. Support Human Resources in the development of training materials and annual HR lead events, i.e. Staff Appreciation, etc
10. Support Sr. Human Resources Manager with special projects as needed.
11. Employee Safety: Safely performs all duties; follows required protective protocols to ensure personal safety as well the safety of others.
12. Must maintain compliance with ergonomic safety standards; be mindful of posture and regularly practice ergonomic stretches.
13. Quality Improvement: Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.
14. Travel regularly to Oakland, San Francisco sites.
15. HIPAA: Keep all protected health information (PHI) confidential and abide by HIPAA policies for the release and disclosure of any PHI. Will report unauthorized use of disclosure of PHI immediately, to supervisor or HIPAA security officer.
16. Work well under pressure, meet multiple and often competing deadlines.
17. At all times demonstrate cooperative behavior with supervisors, subordinates, colleagues, clients and the community.
18. Other duties as assigned by Supervisor.
Qualifications
MINIMUM QUALIFICATIONS
1. A Bachelor’s degree in Human Resources, Business Administration, or a related field is preferred. An Associate’s degree with at least two years of relevant administrative experience will also be considered.
