NASTAD serves as the Systems Coordination Provider (SCP) for the 47 Ryan White HIV/AIDS Program (RWHAP) Parts A and B jurisdictions funded by the Health Resources and Services Administration (HRSA-20-078), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to support health departments in EHE Phase I jurisdictions to improve coordination across health systems and collaboration with key stakeholder groups.

Job Description

Purpose and Description

The Senior Manager, Grants Risk Assessment and Compliance is responsible for the effective compliance oversight of subrecipient’s compliance with applicable regulations such as 2 CFR 200, 45 CFR Part 75, and the terms and conditions of the award. The position is also responsible for collaborating with Grants and Compliance staff in performing a variety of pre-award assessments and post-award monitoring activities. The position works closely with the Associate Director and the Manager of the Grants and Compliance team, on promoting compliance goals and objectives and enhancing policies, procedures, controls, training, testing, and related practices.

Essential Functions

  • Assess subrecipient risk of non-compliance for federal and private subawards. Develop tools and materials to ensure the consistent and optimal execution of pre-award assessments.
  • Monitor subrecipients of federal awards to ensure compliance and allowability of costs. Identify special conditions and work with program staff on implementing affirmative steps to address instances of non-compliance.
  • Collaborate with Grants & Compliance, Finance and Program staff in reviewing subrecipient billing for accuracy and completeness.
  • Conduct subrecipient audits and desk reviews, as needed. This may require some travel for site visits. Develop sub-recipient tools and reports for each audit conducted ensuring that sub-recipients take all appropriate and timely corrective action required. Identify potential areas of non-compliance, control weaknesses, and opportunities for improvement for sub-recipients and recommend solutions.
  • Collaborate with program staff on resolving different issues applying appropriate analysis and monitoring, using sound judgment to make strategic recommendations.
  • Work with the Associate Director, Grants and Compliance on identifying areas of improvements to implement processes and procedures and strengthen internal controls to effectively manage subawards and reduce risk of non-compliance.
  • Lead in developing trainings for subrecipients that would assist them in overall compliance with Federal funding and assist with regulatory compliance trainings as needed
  • Perform other activities and duties as assigned.

 

Qualifications

Skills/Knowledge/Abilities

  • Thorough knowledge of requirements of 2 CFR 200.
  • Experience with implementing policies and procedures for managing grants and subawards.
  • Ability to work independently on multiple priorities and exercise independent judgment.
  • Superior problem-solving skills.
  • Superior ability to manage multiple projects, work under pressure, and prioritize changing and often conflicting deliverable
