The Washington State Department of Corrections has an exciting opportunity for a fiscal guru to join the Monroe Correctional Complex fiscal team as a Fiscal Analyst 4 (FA4)! The goal of the Fiscal Analyst 4 is to develop systems and processes that ensure that every paycheck created will be treated as if it were their own and that the fiscal responsibilities to the State of Washington are met with the highest level of integrity.


As a Fiscal Analyst 4, you will utilize and interpret various WAC’s, RCW’s, State Administrative and Accounting Manual (SAAM), Generally Accepted Accounting Principles (GAAP) and agency policies. The candidate of choice will maintain a reasonable understanding of the Department’s structure, facility activity, and programs in order to provide consultation services to project managers and field fiscal staff as needed.

As a Fiscal Analyst 4, some of your duties will include: 

  • Supervising Payroll/Timekeeping Administrative Operations to include:
    • Ensuring efficient and accurate processing of payroll/timekeeping in accordance with RCWs, WACs, CBA's, OFM, GAAP, IRS, DOC regulations, policies and guidelines, etc.,
    • Managing and supervising the duties and performance of the HQ satellite Payroll/Timekeeping processing center for Reentry Division and Monroe Correctional Complex personnel and timekeeping units
    • Being a resource for Local Payroll Liaisons (LPL's) as the technical expert
    • Recommending fiscal procedures that provide for review and control of payroll processing
    • Ensuring unit desk/procedure manuals are current and are used by subordinate staff
    • Recommending changes to standard processes to improve staff performance and effectiveness of the unit
    • Ensuring adequate training of LPL staff by updating PDPs to include key components for their fiscal responsibilities with target completion timeframes and utilizing duty specific 90-day training plans and ensuring adherence to the LPL checklist
    • Exercising discretion and judgment when providing consultation and advice, while applying skills and knowledge to various situations
    • Inform Headquarters Payroll and affected staff in the case of a discovered overpayment.
    • Providing accurate interpretation, verbally and in writing, of policies, regulations, rules, etc. regarding payroll/timekeeping.
    • Ensuring DOC staff receive pay timely and accurately by working collaboratively with the Roster Office, Human Resources, and HQ Payroll.
    • Planning, organization, managing the Employee Benefits Program at the local level
    • Serve as liaison to HQ Payroll ensuring necessary information flows in a timely manner
    • Ensuring staff coordinate and collaborate with HQ Payroll and other subject matter experts
    • Maintaining internal controls in accordance with OFM requirements to include safeguarding of assets and compliance with required business practices/procedures
