Vice President of Ambulatory Svs & Population Health - FT- Day Shift

DISTINGUISHING FEATURES OF THE CLASS:        The work involves designing management structure and

developing process improvements to assure quality, productivity and accountability throughout the outpatient clinics and working with program staff to develop new services related to population health strategies.  This is a senior administrative position at the Erie County Medical Center Corporation responsible for planning, process development, formulation of policy, negotiations and contract development, performance improvement, cost reduction and marketing.  Work is performed under the general direction of a higher ranking administrative employee.  Supervision is exercised over lower ranking employees.  Does related work as required.

 

TYPICAL WORK ACTIVITIES:

Directs the business and strategic plan development and implementation for the Ambulatory Department;

Assists in developing cost-effective patient-centered services throughout ECMCC based on population health models of care;

Directs the department operations, including but not limited to, management of employees, establishment of performance goals, allocation of resources, preparation of reports and the development and management of department budget, in accordance with policy, strategic and operational goals;

Collaborates with other hospital departments to develop high quality cost efficient methods of patient care for reducing unnecessary inpatient utilization and readmissions;

Performs market analysis; develops and implements initiatives to increase market share; assists in the assessment of the population health needs, cost forecasting and program planning accordingly to meet those needs;

Identifies key reporting measures for population health and effective provisions of patient care; works with IT Department to ensure proper data is captured and establish adequate reporting mechanisms in conjunction with updated work flows and necessary care planning;

Develops and implements process improvement initiatives relative to best practice in the service industry;

Monitors local, state and national level quality and performance benchmarks on a continual basis; utilizes such information to develop and implement programs in the Ambulatory Department and support ECMCC- wide programming;

Develops and implements measures to enhance reimbursement and decrease expenses;

Evaluates performance improvement activities for quality improvement opportunities;

Develops and implements initiatives to enhance customer satisfaction and overall patient experience;

Collaborates with senior management to identify and coordinate the development of new programs and initiatives related to population health strategies and improved patient care;

Develops and determines priorities and monitors status of special projects on an on-going basis;

Participates in contract negotiations for physicians and support staff, vendors and contracted staff;

Collaborates with members of the management team in executing work plans and initiatives.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITITES AND PERSONAL CHARACTERISTICS: Comprehensive knowledge of hospital administration, principles, practices and techniques related to ambulatory and population health management; thorough knowledge of management principles and practices; thorough knowledge of principles, practices and techniques related to patient care coordination; thorough knowledge of Joint Commission standards of care and local, state and federal laws and regulations as they relate to ambulatory care; thorough knowledge of  hospital budget and financial systems; ability to plan and evaluate programs; ability to develop marketing and promotional programs; ability to research and comprehend industry relevant information and trends;  ability to supervise the work of others; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to manage multiple priorities and projects; ability to prepare evaluation reports; ability to use a variety of electronic software applications;

MINIMUM QUALIFICATIONS:

1. Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Business Administration, Healthcare Administration, Public Health, Nursing, Sociology, Human Services or closely related field and six (6) years of experience in healthcare administration; or:
