About the role

ARServices is seeking a Financial Analyst to work onsite in Arlington, VA in support of the Chemical and Biological Defense Program (CBDP) providing support to the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) in the oversight of the CBDP. The analyst will provide financial analysis support to the ODASD(CBD) in the oversight of the CBDP’s medical and physical programs and will ensure all programs have viable financial strategies, are on track, and are utilizing appropriate metrics.

POSITION RESPONSIBILITIES:

  • Analyze financial data related to operations, business performance, opportunities, and investments.
  • Familiarity with analyzing budgets and other financial data and use of the following systems:
    • Joint Service Chemical and Biological Information System (JSCBIS). CBDP specific.
    • Joint Integrated CB Analytical Platform (JICAP) – This replaces JSCBIS over the next year or so. CBDP specific.
    • ADVANA.
    • Comptroller Information System (CIS).
    • Program Resources Collection Process (PRCP).
    • Select and Native Programming (SNaP) data input system.
    • OMB Max – Crosscut data across Fed govt.
    • DAI/GFEBS – These are the official accounting systems. I do not have access to them but the data in them is important.
  • Support the Planning, Programming, Budgeting, and Execution (PPBE) process within DoD CIO by reviewing budget Program Objectives Memorandum (POM) submissions and correlating the submissions to strategy and or funding requirements.
  • Support the execution and oversight of the Program’s budget.
  • Data analysis and data visualization.

Requirements

  • Possess an active Secret security clearance or higher.
  • Bachelor's degree in a related field.
  • 8+ years of relevant financial analysis experience.
  • Expert in MS Excel and a strong background in MS 365 (Teams and SharePoint).
  • Experience using Tableau or other data visualization tool.
  • Familiar with current DoD budgetary principles and their associated operational impact.
  • Demonstrated experience working with military components or other DoD agencies CBRN or CWMD activities budget.
  • Experience within DoD Appropriations and budget documents.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.
