Agency Description

The Philadelphia Streets Department and the divisions within it are responsible for the City's vast network of streets and roadways. Included among many duties are the ongoing collection and disposal of residential trash and recyclables, as well as the construction, cleanliness, and maintenance of our entire street system.

The Streets Department's mission is to provide clean, green, and safe streets in a cost-effective and efficient manner. The department delivers a number of City services that are critical to maintaining the public health and safety in our communities. These essential services include, but are not limited to, curbside trash and recycling collection, maintaining all traffic control devices and street lighting, the construction and maintenance of 320 bridges and 2,525 miles of streets and highways and snow and ice removal.

Job Description

Position Summary:

This is executive-level work directing the City’s School Crossing Guard Program and other public safety functions of the Streets Department. The employee is responsible for the direction and effective and efficient management of School Crossing Guard Program operations, including fulfillment of strategic plans and program objectives and optimal utilization and deployment of program staff. Work includes providing executive leadership and managing operations through subordinate managers and supervisors, overseeing, and streamlining daily operations, developing, and improving staff performance, effectively managing functions within the program budget, strategically analyzing and implementing the most effective and efficient utilization of staff at traffic intersections, and fostering and maintaining community relations and external communications. Developing policies, strategic goals and objectives and maintaining positive and effective relationships with internal and external stakeholders are significant aspects of the work.

About the School Crossing Guard Program

School crossing guards contribute to the success of Philadelphia students and are important to school communities. Schools serving grades K-5 can request crossing guards for intersections within two blocks of the school. This program will begin operations in the Streets Department for the first time in 2022 – 2023 school year.

Essential Functions:

  • Directs the establishment of strategic plans and goals to significantly improve and optimize deployment and utilization of staff for optimal crossing guard traffic safety coverage at intersections throughout the city.
  • Develops and implements policies, methods and procedures for program operations and functions; organizes, plans, and ensures implementation of projects and initiatives designed to improve program performance.
  • Directs, through subordinate managers and supervisors, day-to-day program operations and ensures critical and high priority program initiatives and issues are effectively addressed.
  • Monitors and prioritizes tasks related to the execution and implementation of strategic goals and objectives and manages the tracking and maintenance of target service and performance levels of all program areas.
  • Monitors program budget and ensures effective and efficient management of expenditures within budget plan limits; evaluates budgetary needs and makes recommendations for new or revised funding allotments.
  • Effectively collaborates with internal transportation safety partners to analyze traffic safety data and alternatives and develop new crossing guard traffic safety approaches that support the City’s Vision Zero goals.
