Colorado Springs Utilities is looking for a highly accomplished Project Manager IV to join our Electric Energy Infrastructure Project and Program Department. As a Project Manager IV in this section, you will be responsible for managing large-scale and complex electric energy projects and play a critical role in shaping our organization's portfolios and strategies. In this role, you will provide project manager services for projects related to our electric systems to ensure successful delivery within scope, budget, and schedule. Your project management expertise and experience in utility infrastructure will be valued in this opportunity. In addition to electric energy, this project manager shall possess the skills to manage any large-scale utility project here at Colorado Springs Utilities. Colorado Springs Utilities is a 5-service utility, with Electric, Gas, Water, Wastewater, and Fiberoptic services. Specifically, this position will be assigned to complete the Horizon Power Plant Project. This is a highly visible, complex, large-scale project for the Utility and requires a special skill set. The project will be executed via “Engineer-Procure-Construct” employing a large consortium.

Key responsibilities:

• Immediately take the Horizon Power plant project and have the skills to execute this project successfully
• Manage multiple, complex, large-scale, long-duration projects, and/or programs with significant organizational impact
• Monitor project and program progress, track milestones, and ensure adherence to quality standards and regulatory requirements
• Develop and implement comprehensive project and program plans aligned with organizational strategic goals; Plans will include objectives, requirements, risk, scope, timelines, budgets, and deliverables
• Lead cross-functional project and program teams and coordinate and manage resources including team members across departments, contractors, and materials
• Develop and manage project and program budgets, financial forecasts, and cost-control measures
• Communicate and collaborate with team members and stakeholders
• Manage stakeholder expectations and communicate project and program status
• Conduct project and program performance reviews and report on project and program progress and identify areas for improvement and implement corrective actions
• Resolve issues, conflicts, and risks that impact projects or programs
• Provide mentorship, guidance, and training to intermediate-level project managers
• Develop and/or assist in the development of contract documents (scopes of work, contracts, specifications, etc.) for the procurement of goods and services
• Evaluate, monitor, direct, and manage outside contractors, consultants, and vendors
• Determine areas of improvement or greater efficiency for safety, quality, and project management processes
• Assist with short and long-term planning for capital budgeting and projects
• Champion and facilitate the rollout, training, and usage of a Project Management Software-as-a-Service (PM SaaS) to peers

Who You Are:

• Required:
  • A minimum of one vertical infrastructure project completion, or 2 years of experience with electric utility projects
  • A minimum of one project that required a commissioning plan and the commissioning of systems or equipment vital to the facility
• Preferred:
  • Extensive experience in managing complex projects and programs
  • In-depth knowledge of project management methodologies, frameworks, and best practices
  • Strategic planning and business acumen
  • Exceptional leadership and team management skills
  • Strong problem-solving and decision-making abilities
  • Advanced communication, stakeholder management, and negotiation abilities
  • Financial and risk management/mitigation expertise
  • Expertise in contract development, particularly in the public utility sector
