Airport Planning & Development, Assistant Director- Critical Infrastructure

Salary range: $80,127-$133,474

General Description and Classification Standards

The proponent will effectively manage staffing or activity comprised of Department of Aviation employees, Contractors, Utility Providers, Service agreements and administrative personnel, with a primary objective is to ensure Operational Services and maintain safe airport facilities in a efficient manner.

The Assistant Director position will be contributing to teams responsible for implementing projects, utility services, construction both vertical and flat. Overseeing and ensuring the Department of Aviation Standards in any given area of work and are maintained.  The individual provides day-to-day guidance to staff members on project-related issues as well as addresses administrative management functions (i.e., approvals for travel requests, leave requests, etc.). 

These are NOT routine promotional level positions and the specific justification for classification at this level must be documented.

Supervision Received

This position requires work to be completed with minimum supervision. Direction received is a function of the task, with direction focusing on strategic objectives as well as project details and is typically collaborative in nature with other groups or departments.

This is a high level of strategic and operations management position that supports and reports to the Department of Aviation’s Area Director within Planning and Development, as well as Department senior staff. 

The proponent will have demonstrated experience in carrying out the following primary essential duties and responsibilities to include:

• Supporting facility projects from planning through facility commissioning;
• Interacting and teaming with affected stakeholders, such as other Department of Aviation business units; airlines serving the airport and their liaison representatives; consultants supporting Planning and Development; federal agencies such as the FAA, TSA, and others;
• Interacting with and understanding Utilities that support the airport (electrical, natural gas, communications) is a must and proponent should understand, have the ability to oversee installation and repairs while implementing strong relationships with providers
• Closely monitoring planning, design, contractors, and construction and resolve disputes if necessary between the airport and a contractors.
• Effectively communicate project challenges and solutions to Department executives.
• Interact with P&D staff and Other DOA entries and groups to develop and mentor younger staff members both internal and external to the DOA

Decision Making

The proponent will oversee numerous functions and areas of the airport.  The types of decisions typically made are related to identifying appropriate tasks; risk; scope of work to resolve interruptions; and developing technical rationale as to why a project may require a change.  Additionally, the proponent may be called upon to support projects and defend the prioritization.  

Leadership Provided

The individual will provide guidance to both subordinates and superiors and is expected to feel comfortable interacting with both groups.
