A Senior Vice President of Public Sector is a key member of the U.S. Public Affairs (USPA) team. This executive drives growth, expands strategic partnerships, and strengthens Ipsos’ market position across the public sector including state and local as well as federal governments, while also providing senior leadership for client management, project execution, and service delivery.
The SVP leads the full lifecycle of public-sector growth—pipeline generation, strategic pursuit, capture governance, competitive positioning, and go-to-market execution. They represent Ipsos’ comprehensive research and data capabilities including program evaluation, customer experience, public opinion and social policy research, behavioral science, GIS/remote sensing, survey operations, and advanced analytic and data science solutions.
This leader is responsible for managing clients and service delivery teams, developing talent, as well as unlocking new opportunities, broadening relationships in under-penetrated markets, bringing forward the best of Ipsos’ global capabilities, and ensuring disciplined, sustainable growth.
What you can expect to be doing:
Manage Federal and State and Local Projects (30%)
Client and Project Management
- Manage and cultivate strong client relationships to ensure satisfaction and identify new growth opportunities within existing accounts.
- Provide executive-level quality control and quality assurance, overseeing project workflows and final deliverables to ensure they meet Ipsos's standards of excellence.
- Manage the financial health of projects, including monitoring budgets, tracking key performance indicators, and reporting on profitability and financial risks to senior leadership.
Talent Management and Development
- Actively develop and support team members, providing mentorship and opportunities to increase their technical and project management skills.
- Champion the career growth of direct reports and team members by creating development plans and pathways for advancement within the organization.
Business Development & Capture Leadership (40%)
Pipeline Development & Opportunity Shaping
- Opens new doors within priority public sector accounts and under-penetrated markets.
- Generate and mature high-quality leads through GovWin research, market intelligence, social selling, conference engagement, and targeted outreach.
- Conduct strategic client conversations to shape requirements early, influence acquisition strategies, and strengthen Ipsos’ competitive position.
- Lead development of white papers, capability statements, thought leadership, and strategic positioning materials.
- Ensure rigorous tracking of BD activity through CRM, reporting dashboards, and governance mechanisms.
Capture Strategy & Governance
- Develop and execute comprehensive capture strategies—including competitive assessments, win themes, teaming strategies, and price-to-win inputs.
- Serve as the executive steward of the public sector capture process, ensuring consistency, transparency, and cross-service-line adherence.
Proposal Leadership
- Provide executive direction across proposal solutioning, narrative development, color team reviews, and pricing strategy.
- Partner closely with operations, legal, delivery teams, and subject matter experts to ensure compliant, compelling, deadline-ready proposals that increase USPA’s win rate.
Partnerships & Ecosystem Development (20%)
- Identify and cultivate teaming partners across large businesses, small businesses, academic institutions, NGOs, technology providers, and research organizations.
- Expand Ipsos’ ecosystem to enhance competitiveness for major IDIQs, BPAs, OTAs, and enterprise research platforms.
- Partners with Ipsos Client Organization and Service Line leaders to identify and pursue new business opportunities for public sector growth
Leadership Expectations
- Serve as a trusted advisor to USPA executives, shaping enterprise growth strategy and pipeline health.
- Act as a senior executive point of contact for key clients, ensuring high levels of satisfaction and serving as a trusted advisor on critical projects.
- Lead and mentor cross-functional teams, fostering a culture of high performance, collaboration, and continuous professional development.
- Model disciplined planning, transparent communications, and operational rigor in forecasting, reporting, and BD governance.
