Job Summary:This position provides executive oversight and strategic direction for the Rental Development; Community Development and Revitalization; Housing Solutions; and Asset Management divisions.
This position may offer the ability to work remotely, in Arizona, to include in-office hoteling, based on the department’s business needs and continual meeting of expected performance measures.

Job Duties:This position provides executive oversight and strategic direction for the Rental Development; Community Development and Revitalization; Housing Solutions; and Asset Management divisions.
Responsibilities include:
• Manage Program Administrators to ensure their programs are operated in conformance with applicable laws and regulations; setting and meeting goals, utilizing Standard Work to ensure efficiency of operation and consistency of output and that there is sufficient communication within each Program and between Programs to enable problem solving and continuous improvement; interact with the general public in a professional and "business-like" manner.
• Collaborate with the Executive Team to develop and implement policies and procedures, set and achieve goals and adjust plans to respond to the needs of department constituents.
• Develop and maintain business relationships with government and private entities with which the department associates in the conduct of business related to Program areas. Represent the department through meetings, speaking engagements, celebratory events, workshops, conferences and other public events.
• Coordinate the research, development and implementation of new programs as determined by the Governor and Director.
• Coordinate the development of the Departments Five-Year Consolidated Plan, Annual Action Plan and the Consolidated Annual Performance and Evaluation Report ensuring timely and compliant submission to the U.S. Department of Housing and Urban Development. Coordinate the development of the Qualified Allocation Plan in accordance with Section 42 of the U.S. Department of Treasury ensuring public input is considered, new policy is implemented and compatibility with the housing market is achieved for the maximum production of quality affordable housing.
• Continuously assess the workload of Programs staff to ensure staffing is commensurate with workload both adding and reducing man hours or staff positions as necessary to maintain efficiency of operation.
• Other duties as assigned.

The most highly qualified candidates will have knowledge of laws and regulations governing federal funding sources administered by the agency including National Housing Trust Fund, Community Development Block Grant Program, HOME Investment Partnership Program, Housing Opportunities for Persons with AIDS, the Low- Income Housing Tax Credit Program, private activity bonds, Continuum of Care and State Housing Trust Fund.
