Job Profile Summary

Under general direction, this position is responsible for administration and management of Broward College Procurement department with College-wide strategic sourcing initiatives. Responsible for the overall direction and oversight of large and complex acquisition projects, make recommendations for project specifics and contracting legal issues.

Oversees all procurement commodity groups for the acquisition of all goods and services. Serves as a liaison between the Procurement department and other departments.

This position provides leadership in managing the procurement officers and buyers in the acquisition of goods and services for their assigned commodities. Responsible for all aspects of competitively soliciting complex and large volume acquisitions, including but not limited to, professional services and construction contracts for capital improvement projects of the College.

  

Minimum Education:

  • Master’s degree from an accredited college or university in Business or Public Administration, or a closely related field.
  • An equivalent combination of education, and experience, may be considered.  

Minimum Experience/Training:

  • Eight years related business experience, including three years in management. Post secondary or higher education is preferred.

Minimum Certification/Licenses:

  • Professional certification such as CPPB (Certified Professional Public Buyer), CPPO (Certified Public Purchasing Officer), or a CPM (Certified Purchasing Manager) are strongly desired.

Essential Functions:

  • Daily - 20%: Provides collegewide leadership in planning and implementation of initiatives related to Procurement.  Administers policies and procedures, programs, activities for procurement of goods and services. Manages and coordinates the preparation of specifications, scope of work, or scope of services and/or contract terms and conditions for goods, services, and equipment to be purchased on a competitive basis evaluating and approving procurement methods applied in the purchasing of goods, services, and equipment obligates expenditure of College funds for purchase of goods, services, and equipment. Evaluates, recommends, and implements processes enhancement changes as necessary to assure acquisition process is efficient and value driven. Reviews and implements best practice trends as appropriate.
  • Daily - 20%: Oversees the development and management of solicitations for complex and large volume for acquisitions, including but not limited to, required goods, services, equipment, professional services and construction contracts for capital improvement projects collegewide.
  • Daily - 10%: Evaluates and approves procurement methods applied by employees and assigned professional buyers to ensure compliance with Federal, State, and Local laws governing public purchasing, in addition to National Institute of Governmental Purchasing (NIGP) ethical principles and standards.
  • Weekly - 10%: Oversees and participates on collegewide strategic sourcing committees and initiatives which may include leading collegewide cross-functional teams to evaluate proposals and, identify and recommend opportunities for strategic sourcing in area of assigned responsibility.
  • Weekly - 10%: Administers the development of contracts for the areas assigned commodities, including assisting with the negotiation of terms conditions and pricing for complex and high-risk agreements. Assess how well vendors are performing and how contracts/agreements are meeting College requirements as part of contract implementation. Works with end-users to resolve contract dispute between suppliers and user departments. Prepares correspondence and interacts with staff and administrators and suppliers on matters related to purchases developing a broad, diversified of program procurement services and activities to meet external and internal customer needs.
  • Monthly - 10%: Recommends, reviews, and coordinates Procurement procedures to maximize delivery of services to College departments and to improve College procurement practices, representing the Chief Procurement Officer at various conferences and meetings.
  • Monthly - 5%: Serves as college representative in the SE FL Chapter of NIGP, FL Governmental Cooperative Purchasing Group and participates, as required, in various governmental purchasing associations and organizations.
  • Daily - 10%: Responsible for people management of the area, including recommendation of staffing, hiring, termination and discipline, setting performance standards and evaluating staff, and staff development.
