About the role

Performs administrative and complex technical work in providing support and maintenance for Human Resources. The Administrative Technician works closely with the HR department regarding HR duties. This includes managing employee files, legal and internal reporting, processing HR forms, scheduling interviews, answering phones, and assisting with the front desk. The Administrative Technician will have demonstrated success in attention to detail, strong customer service skills, excellent teamwork, the ability to multi-task, and confidentiality. The HR Technician may have a Benefits or Recruitment focus.

ESSENTIAL JOB FUNCTIONS

The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required.

Designs and runs detailed and complex reports from Eden and spreadsheets from Excel.

Maintains HR websites and ensure external and internal sites are up to date.

Answers employee questions or refers employees to the appropriate person.

Assist public citizens and employees at the front counter; answering the telephone and disseminating information. The work schedule for this position is Monday through Friday during normal business hours. Regular attendance is required.

Input and maintenance of evaluations for all employees. Tracks and prepares reports for HR, County Administrator and the BOCC.

Responds to requests for information from employees, management, outside agencies and the public; responds to HR policy questions.

Represents Human Resources on Mesa County committees as requested.

Oral and written communications must be clear and effective.

Assist HR department with projects as needed.

Performs other related duties as assigned.

Assist with biweekly onboarding meeting for new hires.

Recruitment Focus

Sets up new employees in HRIS system.

Order and deliver annual Federal and State compliance posters.

Assists the Recruiter with various duties related to the recruitment process to include but not limited to; posting job announcement requests from departments, timely contact with qualified candidates, coordinate interviews with departments and supervisors, schedule specialized testing for job applicants, maintain applicant system, utilize effective interviewing and placement techniques, and make offers of employment to selected candidates and attend job fairs when needed.

Processes all invoices and departmental bills through the financial system.

Maintains all office and copier/printer supplies as needed.



Benefit Focus

Order and deliver annual Federal and State compliance posters.

Communicates new hire benefits to eligible employees. Inputs accurate and detailed employee benefit elections, changes, and new hires/terminations. Responsible for accurate and detailed data entry of employee benefits into Eden system and vendor websites.

Ensures that all CDL licenses are up to date and a new copy is put in the file for each year and a new copy of their Medical Examiner’s Certificate; keeps all records retention up to date. Keep up to date and in compliance with the DOT Clearinghouse regulations. Lead all mandatory CDL trainings.

Completes all forms required for the Driver’s Qualification file for all new hires.

Administers random Drug and Alcohol testing quarterly, meeting the deadlines which are given.

Keeps all Mesa County employees’ Driver’s License information up-to-date and notifies employees if their driver��s license is expiring.

Responsible for the annual driver’s license checks, making sure all employees that are in a Marginal or Essential driving position meet the Mesa County requirements.


Minimum Requirements:
MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:


Two years of college or technical school and two (2) years of related office experience including Human Resources experience preferred.

Any combination of education, training, and experience which provides the knowledge, skills, and abilities required for the job.

Supplemental Information:
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:


This position requires standing, stooping, sitting, bending, twisting, and lifting up to 50 pounds.

Work is generally confined to a standard office environment.
