PSE's Project Delivery team is looking for qualified candidates to fill an open Senior Energy Program Manager - Communications & Regulatory position!

Job Description

The Sr Energy Program Manager – Communications & Regulatory serves as the primary liaison between the Infrastructure Program Management organization and internal communications, regulatory, government affairs, and stakeholder engagement teams. Rather than directly managing a portfolio of capital programs, this role provides strategic coordination, program intelligence, and executive-level support to ensure accurate, timely, and compelling representation of PSE energy programs in regulatory filings, information requests, stakeholder communications, and jurisdictional engagement efforts. 

 

This role proactively identifies trends, accomplishments, risks, and investment impacts across the energy program portfolio and helps shape messaging by providing insights that may not otherwise be visible to communications or regulatory teams. The position serves as a trusted advisor and strategic partner, ensuring program achievements, community investments, and operational considerations are accurately reflected in external and internal communications. 

 

The position leads the intake, coordination, analysis, and response process for regulatory and executive data requests involving capital projects and infrastructure programs. Working closely with program managers, functional leaders, finance, engineering, and construction organizations, the role synthesizes complex project and program information into clear business narratives, executive briefings, regulatory responses, and communication materials tailored to specific audiences. 

 

Provides leadership without direct authority across multiple stakeholder groups, drives consistency in program reporting, improves information management practices, and supports organizational objectives through effective communication, regulatory responsiveness, and cross-functional collaboration.

Job Responsibilities

  • Serve as the primary liaison between Infrastructure Program Management, Regulatory Affairs, Communications, Government Affairs, and other stakeholder groups.
  • Lead coordination of regulatory information requests by identifying impacted programs, engaging responsible program managers, validating responses, and ensuring timely delivery.
  • Develop executive-ready summaries, presentations, briefing materials, and written responses that clearly communicate program status, investment impacts, milestones, risks, and benefits.
  • Analyze project and program data from multiple sources and transform technical information into meaningful business insights for internal and external audiences.
  • Partner with communications teams to support jurisdictional outreach, community investment messaging, customer communications, and stakeholder engagement initiatives.
  • Identify strategic insights, accomplishments, trends, and community impacts that should be highlighted in communications, regulatory proceedings, and executive discussions.
  • Maintain visibility across the energy program portfolio to understand key initiatives, commitments, schedules, budgets, and emerging issues.
