Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following type of duties: 1) Providing master-level expert advisory services to senior leadership, Flag Officers, and Senior Executive Service (SES) civilians on federal manpower programs, personnel policies, statutes, procedures, and organizational requirements; 2) Evaluating and advising on organizational manpower structures, using advanced analytical, statistical, and econometric modeling methods to forecast personnel strength, accession planning, retention, and compensation strategies; 3) Performing budget, financial, and resource analysis to manage the analytical funding process, support the Program Objective Memorandum (POM) cycle, and translate broad organizational goals into resource-aligned work plans; 4) Preparing and presenting information, policy papers, briefing materials, verbal reports, and strategic correspondence to higher authority regarding manpower resource management and program objectives; and 5) Providing immediate supervisory oversight to a diverse team of civilian and/or military personnel, which includes assigning and prioritizing work, identifying developmental training needs, establishing and rating performance plans, and resolving personnel or disciplinary issues.
