The Oregon Health Authority (OHA), Public Health Division (PHD), ­­­­­­­Health Security, Preparedness and Response Program is recruiting for a Health Care and Public Health Regional Emergency Coordinator Region 9 (Operations and Policy Analyst 3).

In this vital role, you will serve as the primary OHA contact and technical advisor for advancing emergency preparedness and response systems across region 9. You will support and strengthen partnerships within regional health care coalitions—including hospitals and health systems, local public health departments, EMS, and county emergency management—ensuring coordinated planning and readiness for public health and medical emergencies.

This position plays a key role in monitoring, supporting development, and coordinating updates to local and statewide emergency plans related to hazard mitigation, preparedness, disaster response and recovery, and health care medical surge capacity. Your expertise will contribute to operational planning across public health epidemiology, laboratory services, environmental health, and immunization response.

As a technical resource and advisor, you will guide partners through best practices, planning processes, and operational improvement efforts. You may also serve on state or local incident management teams when requested, supporting Oregon’s ability to prepare for, respond to, and recover from emergencies that impact community health.

What We Are Looking For

Minimum Qualifications: These qualifications must be reflected in your application for consideration.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Note: Relevant knowledge and experience may include work in Policy Analysis, Legislative Coordination, Operational Research and Evaluation, and Project Management.
