Description
The Government Finance Division (STAGO) of the IMF’s Statistics Department (STA) is seeking to fill a contractual vacancy for a Specialized Economist/Senior Economist.
Background
STA provides global leadership on macroeconomic and financial statistics. Our analytical, policy, and operations work advances the international statistical agenda and contributes to carrying out the IMF’s mandate and core functions through: (i) multilateral, bilateral, and financial sector surveillance and use of Fund resources; (ii) analytical development, drafting, and promotion of internationally accepted statistical standards and methodologies; and (iii) capacity building activities.
STAGO provides global leadership on government finance and debt statistics, fosters related analytical and research work, and plays a lead role in the Fund’s collaboration with other international organizations and institutions involved in those statistics, such as the World Bank, ECD, Eurostat, and the International Public Sector Accounting Standard. Together with other STA divisions, the division plays an important role in the development and implementation of a data strategy that aims to provide high-quality, timely, and comprehensive fiscal data in support of the Fund’s surveillance and lending activities, including for application of the balance sheet approach. It also supports member countries’ efforts to compile and disseminate improved fiscal data through its broad capacity development program.
Job Description
The successful candidate will conduct analytical and conceptual work aimed at implementing STA’s general and STAGO’s specific work programs. S/he will be involved in the full breadth of the division’s work, including the development of international standards, statistical methodology and/or related advice; the management and implementation of capacity development activities (including technical assistance (TA) missions and training); the development, implementation, and management of a statistical data program; the support of area departments in the surveillance and data areas; collaboration with international agencies; and the pursuit of research and other projects that furthers the department’s objectives, including showcasing STA databases and/or using them for evidence-based policy making.
Qualifications
STA is seeking a dynamic, highly motivated economist with proven ability to work independently, as well as being effective in teams. In addition to the qualifications set forth in the job standards (link above), the candidate would have an advanced degree in macroeconomics, public finance, public administration, statistics, or related fields, with a good grounding in quantitative analysis, and, preferably, experience in empirical and policy-oriented research. Knowledge of government finance, public sector debt or national accounts statistical methodologies and in the practical application of these methodologies is essential. Experience in providing technical assistance in the fiscal policy or statistics areas and ability to connect the Division’s expertise with the core mandate of the Fund are desirable. Strong written and oral communications skills and strong interpersonal and negotiating and influencing skills will also be important in developing relations with national and international authorities. Working knowledge of French or Russian would be additional assets.
