About the role

Job Summary

The Monitoring Section Manager oversees a range of Clean Water Division activities associated with county, local, and regional monitoring projects and initiatives, including those required under Clark County’s National Pollutant Discharge Elimination Systems Phase I Municipal Stormwater Permit (Permit).

The position supervises and supports a staff of five professional scientists performing all phases of project delivery including planning and coordination, study design, data collection and management, QA/QC evaluations, statistical analyses, data interpretation, and reporting. The monitoring section communicates study results to agencies and the public through annual Permit reporting, written reports, and the web-based Stream Health Report. The section manager provides guidance, support, and participation throughout all project phases to achieve Permit compliance and county goals.

Clean Water is a local and regional leader in surface water, stormwater, hydrology, and stream habitat monitoring. Current monitoring section efforts include: long-term stream health investigations; contracted monitoring studies for the Department of Ecology; continuous stream flow and rainfall data collection; state Total Maximum Daily Load projects; intergovernmental lake management agreements; stormwater management planning studies; capital project and program effectiveness studies, and; pollution source identification projects. The section manager is responsible for guiding and supporting successful completion of these and other projects, while assisting staff to build and maintain strong relationships across multiple jurisdictions and partnerships.

The monitoring section manager is an integral part of the Clean Water Division management team, responsible for leading monitoring program budget development and management, assisting in developing and executing overall division programs and priorities, and performing workforce planning.

This position offers a remote hybrid work schedule, however, the candidate selected must reside in either Washington or Oregon.

Qualifications

Education and Experience: 

Graduation from an accredited college or university with major course work in civil engineering, transportation, geology, planning, biology, environmental science, or any other discipline applicable to the requirements of the position; and three (3) years related professional experience.

License or Certificate:

Possession of, or ability to obtain, a valid driver’s license required; and

Certification and/or license in specialized field desired.

Any combination of experience and training that would likely provide the required knowledge and abilities will be considered.

Knowledge of:  The principles and practices of public sector organization and program operations;  project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development, justification, and control; application and interpretation of County, state and federal laws and regulation relevant to the program area;  departmental policies and procedures, trends and practices within the specialized area.

Ability to: Delegate responsibility and authority; carry out policy directives of the governing authority in an effective and timely manner; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff; communicate and express ideas effectively ‑ orally and in writing.
