Job DetailsJob Location: Alexandria, VA 22312Position Type: Full TimeEducation Level: 4 Year DegreeTravel Percentage: Up to 25%Job Shift: DayJob Category: GovernmentMayvin is seeking a Senior Contract/Acquisition Analyst to provide contract acquisition guidance and policy requirements to programs supporting the Portfolio Acquisition Executive, Maritime, Expeditionary Missions (PMS 408).  The ideal candidate will possess a strong background and experience supporting defense acquisition programs gained as a Contracting Officer or in a similar capacity.  This role requires a strategic thinker who can proactively provide advice and solutions to leadership.  They bring strong leadership, organizational, and technical expertise. 

 

Must be a U.S. Citizen.Must have an active Secret clearance or higher.

 

Responsibilities: 


Provide critical expertise and policy guidance to the government in developing and executing Acquisition Strategies, Procurement Strategies, and Contracting plans/options


Assist acquisition and contracting professionals to ensure acquisition programs are executed in compliance with DOW and NAVSEA policies and procedures


Review and validate Program Baselines and Milestone Review Packages prior to submittal


Conduct final review and validation of Acquisition Plans, as well as Acquisition Packages prior to submittal


Support the development of DOW Contracts and Acquisition Documentation for ACAT DOW Programs as well as Abbreviated Acquisition Programs (AAPs), OTAs / MTAs and other acquisition and contracting efforts  


Work in a collaborative team environment and be comfortable working matrixed personnel as well as both military, civilian, and other contracted personnel

Required Qualifications: 


Bachelor’s degree in relevant area 


Minimum of 10 years of experience relevant experience in DOW Acquisition Programs with knowledge of the FAR, DFAR, DOD 5000 requirements, DOW contracting processes, and DOW Earned Value Management (EVM) guidelines


Minimum of 5 years of experience supporting acquisition and contracting professionals 


Minimum of 5 years of Program/Project Management experience with an ACAT Programs 


In depth knowledge of Gov’t contract types (i.e. FFP, CPFF, CPIF, IDIQ, BPAs, etc.) and acquisition strategies (i.e. Full & Open, Small Business Set Aside etc.) 


Experience supporting the planning, monitoring, and execution of contracts under various ACAT designations 


Experience drafting program acquisition and contracts documentation, to include, but not limited to, J&As, ASs, APs, SOWs, MOPAS, IGCEs, and CDRLs 


Experience in building/delivering, and/or receiving briefings on major Program Management artifacts to include, but not limited to, Acquisition Program Baselines, Milestone Decision Briefings, and Acquisition Decision Memorandum 


Expertise in managing cost, schedule, performance, and risk on DOW ACAT programs 


Ability to manage and adapt to often complex and changing program priorities 


Ability to generate, evaluate, and guide technical reports, briefings, and other stakeholder communications 


Strong written and verbal communication skills 


Strong organization and time management skills with the ability to quickly turn-around requests 


Flexible and readily adaptable to changing responsibilities 


Demonstrated proficient in Microsoft Office Suite, with emphasis on Microsoft Word, Excel, PowerPoint, and familiarity with MS Project 

 

Preferred Qualifications: 


Master’s degree (MBA, M.S., M.A. etc) 


While NAVSEA/NWSC experience isn’t required, it is HIGHLY preferred 


Minimum of 5 years of experience as a DOW Contracting Officer 


Experience with Foreign Military Sales (FMS) 


Operationally relevant Navy or Joint Warfighter experience  


Experience reporting through various DoW or DoN contracting reporting tools such as: WAWF, SPS, COR TOOL, CPAR System. 


CAPM Certification or DAIWA equivalent
