What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

Under general direction of the Deputy Director of Planning, Performance and Strategy, the Data and Performance Manager oversees the Data & Performance team to support data-driven decision-making within the Department. The position manages a team of analysts who conduct data reporting and analysis, develop and track system and program performance measures, manage business intelligence tools, and oversee the Homeless Point-in-Time Count and Housing Inventory Count as required by HUD. This position directly supervises a team of six analysts and reports directly to the Deputy Director of Planning, Performance and Strategy. The Data and Performance Manager ensures data is accessible and communicated for a broad audience, and is expected to exercise sound judgment, work independently, and take initiative. The Manager is expected to have or develop a deep understanding of the Department’s administrative data systems, including Homelessness Management Information System (HMIS) data, and to develop the department’s data warehouse infrastructure to support analytics.

Essential duties and responsibilities include but are not limited to: 

• Collaborates within the HSH Planning, Performance, and Strategy Division and works with program managers and executive leaderships to align Data & Performance team workplan with departmental goals
• Advises on departmental strategies for data sharing with other City departments and external sources to support operations and planning needs
• Partners with IT and the ONE System teams to align data collection systems with reporting needs, optimize data pipelines, and support robust analytics and warehousing
• Leads data analytics engineering efforts to maintain reliable, scalable datasets that support reporting, analysis, and advanced modeling
• Directs the strategy for PowerBI solutions, including setting design standards, managing protocols for publication and distribution of content, and ensuring meaningful data exploration for internal and external users
• Oversees public data reporting including content on HSH’s website and San Francisco Open Data Portal
• Ensures compliance with regulatory and grant funding reporting requirements and fulfills data requests from key stakeholders, including the Mayor’s Office, Board of Supervisors, media, and the public
