Position Overview:

The Illinois Department of Early Childhood (IDEC) is seeking a Director of Fiscal Services to provide strategic leadership and oversight of the agency’s financial operations. This critical role directs and manages fiscal services, including accounts payable and receivable, grant payments, contract obligations, financial reporting, and audit readiness, ensuring transparency, accountability, and compliance with state and federal requirements. The Director will lead the implementation of sound accounting policies and internal controls, oversee preparation of the Annual Comprehensive Financial Report (ACFR), and serve as the agency’s GAAP Coordinator. The role is responsible for ensuring fiscal integrity across complex financial systems and grant lifecycles, while building structures that support efficient operations, risk mitigation, and continuous quality improvement.

The successful candidate will bring extensive experience managing large-scale financial operations in the public sector, with a strong background in state and federal fiscal compliance, contract management, and team leadership. This role requires a collaborative, detail-oriented professional who can analyze complex financial data, streamline processes, and foster a culture of accountability and continuous improvement.
