About the role

Position Summary:

The IEM International Crisis Management (ICM) Division is currently seeking an experienced Senior Emergency Services Specialist who has a fire, rescue, EMS background in addition to training and exercises. 

The Senior Emergency Services Specialist will be responsible for specific emergency response, planning, training, and exercise tasks. The successful candidate will work directly with client stakeholders, project leadership, US-based project teams, NEOM-based project teams, and other identified emergency services representatives at all levels of government to implement a strategic vision for emergency services in specific NEOM Regions.


Primary Location:

  • Candidate can originate from anywhere.
  • The candidate will be required to work onsite in NEOM, Tabuk, and/or Riyadh, Saudi Arabia for the duration of a 2-year project and may require work on weekends or in excess of 40 hours per week. 

Travel Requirements:

  • This position will require the candidate to deploy to Saudi Arabia for an initial 2-year period with the potential for extension.
  • IEM will provide two round trips annually for the duration of the assignment in addition to the initial deployment and final return.


Physical Requirements:

Working conditions may include extensive walking and standing for long periods of time; prolonged exposure to excessive heat and cold; prolonged sun exposure; working in active construction sites, small places, tunnels, and ditches; and other potential risks or exposures.


Essential Functions:

As a Senior Emergency Services Specialist, the candidate will be a key member of the International Crisis Management team, both abroad and stateside. The candidate will be responsible for, but not limited to, the following. 

  • Work directly with client stakeholders, project leadership, US-based project teams, NEOM-based project teams, and other identified emergency services representatives at all levels of government to implement a strategic vision for emergency services in specific NEOM Regions.
  • Work with project leadership to set deadlines, assign responsibilities, monitor task activities, and prepare status reports of emergency services specific project tasks for project leadership.
  • Identify, analyze, and apply relevant situational information and evaluate actions to complete assignments safely and meet identified objectives. Complete actions within established timeframe.
  • Exercise independent judgement in coordination and advice to emergency services representatives within the limits of applicable international standards, regulations, policies, and procedures.
  • Collaborate with emergency services representatives and external agencies in developing and maintaining emergency response plans, systems, and programs for reliable and resilient response capabilities.
  • Understand the role as an emergency services subject matter expert to the client, and approach project tasks with this priority in mind.
  • Understand and comply with NIMS-ICS concepts and principles.
  • Communicate and ensure understanding of work expectations within the chain of command and across functional areas. 
  • Recommend a coordinated system of equipment and solutions for emergency response.
  • Conduct exercise planning as well as directing the program management, design and development, conduct, evaluation, after-action reporting, and improvement planning of exercises.
  • Develop and execute a robust and achievable multi-year Training and Exercise Plan linking emergency services in multi-faceted terrains across a series of interconnected regions.
  • Design protocols, policies, training, and procedures in order to ensure adherence to relevant national/international standards; enhancing the client’s ability to manage current issues related to emergent threats and hazards; ensuring professional development; and attaining or maintaining professional certification(s). Consistently provide accurate assessment of Client’s policies and procedures to determine appropriate preliminary dispositions.
  • Demonstrate the ability to apply tactical decision-making procedures.
  • Follow established procedures and/or safety procedures relevant to given tasks.
  • Develop and introduce approved standards and guidelines for a Regional Emergency Services Program.
  • Use suitable communication techniques to share relevant information with appropriate project team members on a timely basis to accomplish objectives in a rapidly changing environment.
