OVERALL DESCRIPTION
Function as a lead liaison to the Director, DBE Program Office, in the day-to-day implementation, administration, and evaluation of SEPTA’s Small Business Enterprise (SBE) Program in accordance with federal, state and local requirements. Develop, promote and coordinate targeted outreach, training sessions, technical assistance and networking activities to ensure that socially and economically DBEs and SBEs are provided an equal opportunity to participate in the design, construction, operation and procurements of contracts and services. Serve as senior DBE Program liaison for all major projects and special assignments.
SPECIFIC RESPONSIBILITIES
- Administers the DBE Program to ensure equal opportunity to DBEs/SBEs in SEPTA’s contracts and purchases in accordance with applicable federal, state and local laws and regulations.
- Develops, promotes and coordinates outreach, training sessions, technical assistance and networking activities for DBEs/SBEs and prime contractors. Conducts presentations and prepares correspondence relative to the DBE Program operations and procedures.
- Provides expert technical assistance to internal and external customers on DBE/SBE Program issues.
- Functions as lead SBE Program liaison on all major projects and special assignments requiring advanced knowledge, experience and independent decision making.
- Works with SEPTA's engineering, operating and capital divisions in the coordination of project information. Interacts with construction project managers, contractors, transportation management during infrastructure, maintenance and/or construction projects.
- Manages day-to-day constituent and community relations activities related to building and nurturing relationships in the industry. Keeps close relationships with organizations in order to stay abreast of their interests, and actions.
- Works closely with Government Affairs, Media Relations, and Communications department staff.
- Represents SEPTA at various governmental and business meetings with transit and community.
- Prepares talking points, correspondence, and coordinates discussion group meetings, agenda, and action items for DBE Program Office and Equity and Inclusion outreach events.
- Assists contractors doing business with the Authority in developing and implementing acceptable action plans and programs for DBE compliance.
- Analyzes bids and proposals to ensure compliance with DBE and SBE participation requirements and prepares bid evaluations. Reviews Small Business Enterprise (SBE) requisitions for SBE program eligibility reviews and availability determinations.
- Disseminates information and provides guidance to contractors/consultants regarding DBE requirements and contract compliance at pre-bid, pre-construction, pre-proposal, and post-award meetings.
- Conducts in-depth reviews of DBE/SBE applications for certification, including on-site reviews. Prepares evaluation reports resulting from investigation to substantiate DBE/SBE certification determination.
- Reviews requisitions/requirements for contracts, goods and services for inclusion of DBE/SBE vendors, or to establish DBE participation goals.
- Monitors all SEPTA projects with DBE/SBE goals to ensure post-contract award compliance and progresses toward goal achievement.
- Establishes a stakeholder database for each of the five counties in the service region similar to the legislative database capable of fax-blasting, mail merge and emailing. Responsible for managing database, including development, implementation, updating, and use of its capabilities.
