Overview
Job Title: Programming Location: Las Vegas, Nevada Rivet Operations Company is looking for a Programmer to provide planning and programming of quality facility projects that supports 99th Civil Engineer Squadron at Nellis AFB. This role ensures project requests meet validated requirements, comply with all applicable standards, are programmed at the lowest life cycle cost, achieve optimum resource efficiency, minimize damage to the natural and human environments, and remain within authorities and available resources. These projects span Operations and Maintenance (O&M), Military Family Housing (MFH), Non-Appropriated Fund (NAF), Special Interest Programs, Host-Tenant, Real Property Maintenance Contract (RPMC), and Military Construction (MCP/MILCON) programs. This role provides complete facility planning and programming by establishing facility and infrastructure requirements critical to the mission, proposing the most effective and economical means of satisfying them, identifying when they will be required, and securing the authority and resources needed to meet them. This role evaluates and recommends approval of client requests for new construction, renovation, and improvements to real property facilities and utility systems, applying professional engineering knowledge to determine the most economical and effective solutions. This role conducts site and facility surveys, performs studies and economic analyses (including renovation/modification versus new construction), addresses environmental and legal compliance, coordinates with planning and architectural professionals, reviews designs for compatibility and functionality, and secures required local and higher headquarters approvals. This role creates programming documents: data forms, funding forms, presentation drawings, and supporting justification to submit requirements to Congress and/or higher headquarters for MILCON funding approval, and continuously tracks, justifies, and adjusts programming to resolve funding and scheduling conflicts. Key Responsibilities• Coordinates projects with engineers, architects, planners, tenant organizations, and construction agents (e.g., Army Corps of Engineers, AFCEC), and briefs program/project status to the installation facility board and higher reviewing activities.• Keeps abreast of emerging technologies and uses project tracking and CADD software to solve engineering/architectural problems and ensure design submissions meet programmed parameters.• Ensures all work complies with federal, state, and local health, safety, and environmental codes and enhances workplace safety.• This position may require access to FOUO information and occasional access to restricted areas and/or material when providing support and will follow/adhere to OPSEC guidelines and pertaining directives.Requirements
Required Qualifications• A Bachelor of Science degree in engineering, or architecture, or Construction Management substantially relevant to facility and infrastructure type projects from accredited institutions within the 50 United States and 4 years facility/infrastructure related experience.OR • A Bachelor of Science degree from accredited institutions within the 50 United States and a minimum of 8 years of military facility/infrastructure related experience.OR• A minimum of a two-year technical degree in civil engineering field from accredited institutions within the 50 United States and a minimum of 12 years’ military facility/infrastructure experience.• Proficiency with information management, project tracking, and CADD software.• Experience conducting site/facility surveys, economic analyses, and feasibility studies (renovation/modification vs. new construction).• Ability to coordinate with engineers, architects, planners, tenant organizations, and construction agents. Preferred Qualifications• Working knowledge of facility planning and programming across O&M, MFH, NAF, Special Interest, Host-Tenant, RPMC, and MCP/MILCON programs.• Knowledge of environmental and legal (DoD, AF, legislative) compliance requirements.• Knowledge of Department of Defense (DoD) or U.S. Air Force environments.• Demonstrated ability to manage schedules, staffing, budgets, and operational priorities in dynamic environments.• Strong leadership, communication, organizational, and problem-solving skills.• Ability to effectively engage with senior military leaders, Government personnel, and contractor teams.• Proficiency with Microsoft Office Suite.
