Location: Tashkent, Uzbekistan with some remote work

Period of Performance: October 2025 – March 2027 (60 work days; 45 in Uzbekistan, 15 remote)

Background
The Government of Uzbekistan has set ambitious goals for transitioning to a green economy under its Green Economy Strategy 2030 and Industrial Development Strategy 2030. With support from the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, this project strengthens the institutional capacity of the Ministry of Economy and Finance (MEF), the Centre of Green Economy Projects (CGEP), the National Energy Efficiency Agency, and other stakeholders. The initiative focuses on strategic development of the CGEP, targeted training and capacity-building measures for MEF staff and fostering long-term partnerships to ensure sustainable implementation of Uzbekistan’s green economy agenda.
The Expert will deliver technical advisory services, design training materials, and implement capacity development programs to enhance the knowledge and operational effectiveness of national stakeholders.
Core Responsibilities

Develop a comprehensive implementation plan for capacity development measures, including timelines, milestones, and activities.

Design and deliver training programs, workshops, and mentorship sessions for MEF and CGEP staff.

Provide technical advisory services on topics such as MRV, carbon markets, green taxonomy, and climate finance.

Maintain close and effective cooperation and coordination with local partners and stakeholders.
Required Qualifications and Experience
Education:
Master’s degree in economics, environmental economics, energy economics, engineering, or related fields.
Experience:

Minimum 5 years of professional experience in the green economy, energy efficiency policy, carbon markets, or climate economics.

At least 5 years of experience in MRV, carbon offsetting, green taxonomy, carbon markets, and climate finance.

Strong understanding of regulatory frameworks and policy development in green economy transitioning, climate change mitigation, and climate finance.

At least 2 years of work experience in Central Asia or Eastern Europe.
