Role Overview
The Accounting Manager is responsible for administrative, leadership, planning, and coordination duties within the Accounting Division of the Finance Department. This role directs all aspects of accounting operations under the supervision of the Finance Director.
Key Responsibilities
- Supervise, lead, and manage the staff of the Accounting Division, including hiring, training, and disciplinary actions.
- Direct the City’s accounting operations, ensuring compliance with generally accepted accounting principles (GAAP).
- Develop, implement, and evaluate policies, procedures, goals, and strategies to improve operational effectiveness.
- Analyze and evaluate financial objectives, standards, and internal controls.
- Prepare accurate and timely monthly financial reports for internal and external stakeholders.
- Maintain and review the City’s general ledger, including journal entries and year-end closings per GASB.
- Establish record retention schedules and maintain financial documentation.
- Recommend and implement improvements in accounting software, processes, and financial reporting practices.
- Reviews and signs off on accounts payable and check run.
- Other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge:
- Strong critical thinking and problem-solving skills.
- Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) Statements, and Generally Accepted Auditing Principles relevant to municipal finance and budgeting.
- Federal, state, and municipal laws, codes, ordinances, and financial regulation.
- City policies, procedures, and practices.
