This position is responsible for daily operations for the CDC's Overdose Data to Action (OD2A) grant and reports directly to the program manager for the Overdose Data to Action Program. This position is responsible for helping the program manager provide oversight of grant operations, building community partnerships, and coordinating development and implementation of the grant work plan. Expertise in substance use prevention and public health partnerships is required to successfully coordinate overdose response strategies for the grant. The individual in this position must exhibit skilled decision-making techniques to integrate data to formulate solutions, strategies, policies, or recommendations to address the drug overdose epidemic in Duval County. Responsibilities include, but are not limited to:

 

  • Plans and coordinates grant activities and monitors work plan activities to ensure deliverables are met. Develops and implements an operations plan for the grant to ensure effective coordination of grant activities.
  • Serves as a spokesperson for the grant through presentations aimed at educating and informing community partners and the public about drug overdose trends and prevention strategies.
  • Assist program manager provide training, guidance, and technical assistance to grant staff on best practices related to overdose prevention and harm reduction.
  • Works with internal and external grant partners to develop, implement, and monitor a comprehensive work plan and budget for funded grant strategies.
  • Monitors the annual work plan in consultation with the principal investigator, lead evaluator, key stakeholders, and subcontractors. The work plan should include objectives, activities, time frames, target populations, partners, and outcomes.
  • Submits the annual work plan and associated budget in accordance with CDC deadlines and guidance. Assist program manager revise the work plan and budget based on CDC feedback. Monitors work plan implementation to ensure deadlines and targets are met. Develops corrective action plans, as needed.
  • Participates in contract negotiation meetings. Help program manager with subcontract and work plan deliverables and make sure they are aligned and feasible and that the associated budget does not include unallowable grant expenses. Works with the contract manager and program manager to execute contracts, amendments, and renewals.
  • Works with internal and external grant partners to prepare the CDC annual progress report. Prepares the annual progress report in consultation with the principal investigator, lead evaluator, key stakeholders, and subcontractors.
  • Communicates in writing, in person, and through electronic means concisely and positively. Takes initiative to multi-task with accuracy. Communicates and solves problems appropriately. Exhibits and maintains a positive attitude while working independently and in a team setting.
  • Attends staff meetings, in-services, seminars and trainings for self-improvement, increased competency, and retention of skills. Travels to perform duties and for professional development, if needed. Completes all mandatory training within required deadlines. Ensures accurate and timely submission of Employee Activity Records, Employee Leave, and Attendance Records and travel vouchers.
  • Performs other related duties as assigned, including emergency response duties.
