About the role

We are seeking a highly skilled Senior Business Analyst (SBA) to support multiple programs for various departments within the County of San Diego. This role involves developing an in-depth understanding of client business drivers and proactively identifying requirements to enhance operational and strategic value. The SBA will perform business analysis activities, lead process improvement initiatives, and ensure alignment between business needs and technical solutions.

WORKSITE: San Diego, CA. Remote work is acceptable in San Diego County; occasional onsite presence may be required

WORK SCHEDULE: Pacific Time business hours

PAY RATE: $52/hour

WHAT YOU'LL DO:

  • Collaborate with stakeholders to identify business drivers, opportunities, and define project goals.
  • Elicit, document, analyze, and validate business and functional requirements.
  • Analyze current and future state processes through business process mapping and modeling.
  • Develop functional specifications, business cases, and requirements artifacts.
  • Design solutions that align with strategic goals, ensuring compliance with organizational standards.
  • Facilitate requirement analysis sessions, workshops, and user interviews to gather and prioritize needs.
  • Partner with clients to drive business process improvements and reengineering efforts.
  • Author and manage deliverables such as use cases, workflows, and organizational designs.
  • Provide expertise in the IT Service Management (ITSM) lifecycle, including strategy, design, transition, and operations.
  • Support IT governance initiatives by defining, designing, and implementing frameworks.
  • Foster strong relationships with stakeholders through professionalism and emotional intelligence.

WHAT YOU'LL BRING:

  • Proven success leading business transformation projects, including business process improvement, reengineering and developing non-technical designs and functional specifications.
  • Proficiency in organizational design and development methodologies.
  • Knowledge of Business Analysis principles as outlined in the Business Analysis Body of Knowledge
  • Expertise with Microsoft tools (Outlook, SharePoint, Word, Excel, PowerPoint, Visio).
  • Experience with requirements management and program/project management tools.
  • Exceptional interpersonal and communication skills
  • Bachelor's degree in a technical or business discipline or equivalent experience
  • 8+ years of relevant experience (or a Master's degree with 6 years of experience)

PREFERRED SKILLS & CERTIFICATIONS:

  • Familiarity with ITSM lifecycle principles and IT governance frameworks.
  • Knowledge of Lean Six Sigma and ITIL methodologies.
  • Experience with Kanban project delivery.
  • Understanding of project management principles.
  • CBAP certification is highly desirable.
  • Certification or education in Lean Six Sigma or ITIL is a plus.
