The PMO manager establishes, implements, and maintains best project management practices. PMO manager is responsible for ensuring the quality, standardization, and compliance of the processes and guidelines, as well as the reporting of success metrics. This role is also responsible for successful Dry-Dock Project Management in close coordination with the Technical Operations and Refurbishment departments for the assigned ships, which involves planning, scheduling, coordinating, and overseeing various aspects of the dry-dock activities.
Essential Functions:
- Manages and monitors PMO daily work efforts; identify resource needs, perform quality reviews. Oversees major activities such as implementing new methodologies, tools, meetings, workshops, risk assessments, and training to ensure standardization of PMO tasks. Facilitate resolution of key project risks, issues, project impacts, and present resolution options to optimize resource capacity and minimize risk.
- Manage and execute in a project manager role for key DDPMO department initiatives and provide visibility and reporting of the key metrics. The PMO manager will conduct formal reviews of existing processes and perform operational needs studies to develop and implement improved processes with scheduled evaluation cycles. Acts as a central communication hub to ensure all PMO communications are organized, accurate, comprehensive, and created for the target audiences. Advocates continuous improvement of the PMO process; leverages and strives to expand knowledge of identified project management tools.
- Leads change management of DDPMO processes. Works with stakeholders on major change initiatives such as technology rollouts, contract management systems, bidding repository, new category influence, major negotiation planning across all departments. Responsible for planning, developing, delivering, and tracking change management deliverables including communications, training, stakeholder engagement, change impact assessment, analysis.
- Responsible for the dry-dock's critical path project management. Leads dry-dock project management including shipyard selection, defining overall DD scope, schedule, budget, shipyard contract, technical analysis, supply chain and logistics, execution, and lessons learned in close collaboration with all stakeholders. Present current and forecasted scope, budget, and KPIs to Sr Director. Oversee dry-dock execution in coordination with the Technical Operation and Refurbishment Departments.
- Conduct risk assessments and implement mitigation measures. Ensure processes follow industry and company policies, procedures, practices, and regulatory codes. Ensure alignment with the company vision statement.
Qualifications:
- Bachelor's Degree in Naval Architecture /Marine Engineering required
- Master's Degree preferred
- 7+ years of ship building, shipyard, dry dock repair and/or project management experience required
Knowledge, Skills and Abilities:
- In depth knowledge of project management and process management
- Experience with significant cultural, organizational, and change management
- Ship repairs processes and class/flag requirements.
- Knowledge of dry docks and ship maintenance (steel, paint, electrical, hydraulic, etc.)
- Comprehensive knowledge of industry policies, procedures, practices and regulatory codes.
- Technical / commercial / legal knowledge to ensure proper negotiations with shipyard – crew matters – legal matters – subcontractors – procurement matters – labour rights matters.
- Fully conversant in usual IT software (office, project, dry dock specific software)
- Fluent in written and spoken English. Additional languages are welcome.
- Able to find solutions and initiatives to solve technical issues at the safest, economical and fastest way, according to Flag, Class, ISM, ISPS, etc., rules.
- Able to coordinate a complex dry dock / repair process in cooperation with the vessels’ superintendents / shipyard / sub-contractors / crew / company.
- Dynamic and proactive working in team spirit in an important department to serve with his /her expertise the whole group.
- Analytical with excellent technical and commercial abilities for negotiation with shipyards and sub-contractors.
- Knowledge of shipyards and shipyards facilities and availabilities all over the world suitable to accommodate our managed fleet on planned or unplanned docking / repairs.
- PMP Certification or equivalent required
Physical Demands: Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.
Travel: 25-50% ship-based travel
