The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as a Mitigation Planner and is a liaison to counties and Local Mitigation Strategy (LMS) Working Groups and coordinators regarding mitigation topics. The duties and responsibilities for this position include, but are not limited to, the following:
- Review and approve County LMS plans per federal and state requirements (44 CFR Part 201.6 and F.A.C. 27P-22) and ensure counties remain compliant with F.A.C. 27P-22 by submitting annual LMS updates.
- Provide technical assistance to counties when necessary to ensure LMS plans are compliant. Technical assistance includes: developing planning processes, identifying risks and vulnerabilities, developing mitigation strategies, ensuring plan evaluation and maintenance, setting goals and objectives to reduce risks identified, and providing assistance to various agencies to complete adoption process.
- Assist in providing mitigation trainings and presentations.
- Review county Comprehensive Emergency Management Plans (CEMP) to ensure mitigation planning requirements are met.
- Review Hazard Mitigation Grant Program (HMGP) grant applications to ensure mitigation planning requirements are met.
- Assist with annual and five-year updates to the Florida Enhanced State Hazard Mitigation Plan.
- Assist with coordinating and presenting at quarterly statewide mitigation workgroup meetings and coordinate, lead, and/or assist with workgroup sub-committees and task forces.
- Assist with publishing the quarterly mitigation newsletter.
- Assist with various planning efforts relating to specific hazards, such as flooding and wildfire.
- Perform other duties as assigned.
- Serve as a planner in Emergency Support Function (ESF) 5 and/or Planning Section during State Emergency Operations Center Activations. Tasks may include information collection and dissemination.
- Serve as a planner in the Mitigation Section at a Joint Field Office post-disaster. Tasks may include mitigation planning and coordination.
