OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm supporting Federal Government clients. We provide consulting services in Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT Consulting currently has an opening for an experienced Project Manager (Acquisition & IT) to support a Federal government client. The responsibilities for the Project Manager include:
- Will lead a team of 3-6 contractor personnel and will be a single point of contact for the client’s Contracting Officer and the COR.
- Will develop, maintain, and manage an overarching Project Management Plan (PMP) that describes the technical approach, organizational resources, and management controls to meet identified costs, performance, and schedule throughout the execution of the project; other subordinate project management plans may also be developed and maintained.
- Will work closely with key client program managers and other stakeholders within one office and across the organization, including a number of geographically separated offices.
- Will prepare and present weekly, monthly, and ad hoc status reports.
- Will ensure project deliverables meet schedule and quality requirements throughout the lifecycle of this project.
- Will participate in federal business development activities, as needed.
Requirements
Qualifications and Skills
- The ideal candidate will have a minimum of five years of documented project management experience.
- Demonstrable experience with specific project management activities, including tracking project progress by schedule, maintaining an active risk management approach, providing overall quality assurance, etc.
- Demonstrated experience supporting federal government clients on acquisition and strategic-planning-related projects is highly preferred.
- Demonstrated experience working on federal IT modernization efforts is highly preferred.
- Prior federal management consulting experience is highly desirable.
- Strong organizational skills, including coordination of multiple work streams across a variety of competency areas.
- Exceptional client engagement and communication skills.
- Experience within an acquisition office or with IT procurement activities is highly desired.
- Holds a strong understanding of foundational IT-related terms and frameworks (e.g., agile).
- The ability to lead meetings, present results, and share projects, with a focus on excellent customer service; top-notch organizational skills as a functioning senior member of the team to develop work products, facilitate and lead meetings, and contribute project statuses in senior-level and stakeholder briefings.
- Expertise with MS Office to include Word, Excel, and PowerPoint; MS Project experience is also desirable.
- Prior experience in federal business development is also desirable.
Education and Certifications
- A Project Management Professional (PMP) certification is highly desirable
- A Bachelor’s Degree is required
- Must be a US Citizen
- Must be able to obtain or retain a Public Trust clearance.
- The investigation will involve a credit, fingerprint, and law enforcement agency check

Job Types: Full-time, Contract
Salary: $140,000 - $160,000 per year, commensurate with experience and education
