About the Role: 

Serves as the technical authority for our customer. Maintains architectural integrity, establishes technical direction, ensures continuity of knowledge, and leads application development, integration, operations and maintenance, modernization, and engineering decisions. 

Roles & Responsibilities: 

  • Maintain architectural integrity, technical direction, and continuity of knowledge for POTS. 
  • Define and govern the target application, integration, database, security, and deployment architecture. 
  • Lead technical analysis, solution design, development, modernization, and architectural reviews. 
  • Ensure solutions comply with enterprise standards and approved technical patterns. 
  • Lead application integration with NBS, NED, nVision, ServiceNow, DMS, and third-party platforms. 
  • Guide consolidation of IC-specific POTS instances and databases into an enterprise platform. 
  • Establish coding standards, branching strategies, code-review processes, automated testing, and CI/CD practices. 
  • Evaluate emerging technologies and recommend practical modernization solutions. 
  • Ensure solutions address security, privacy, accessibility, scalability, availability, maintainability, and performance. 
  • Coordinate with the POTS User Committee, Government leads, business stakeholders, and technical SMEs. 
  • Provide technical oversight, mentoring, workload guidance, and issue escalation across the delivery team. 
  • Review and approve architectural designs, source code, deployment scripts, technical documentation, and ATO artifacts. 
  • Support transition, knowledge transfer, risk management, release planning, and production continuity. 

Required Professional Skills: 

  • Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a related technical discipline. 
  • Minimum 10 years of software engineering experience, including at least 5 years in a technical lead, solution architect, or senior engineering leadership role. 
  • Demonstrated experience leading development and modernization of enterprise web applications. 
  • Advanced experience with C#, .NET, ASP.NET MVC, Web API, RESTful services, SQL Server, JavaScript frameworks, responsive web technologies, Agile/Scrum, DevOps, CI/CD, Git, automated testing, and release management. 
  • Experience defining solution architecture, coding standards, design patterns, security controls, and technical roadmaps. 
  • Experience leading multidisciplinary teams of developers, testers, database specialists, and support personnel. 
  • Ability to satisfy the required background investigation. 

Preferred Professional Skills: 

  • Master’s degree in Computer Science, Engineering, or a related discipline. 
  • Experience with federal enterprise systems. 
  • Experience modernizing legacy .NET applications and consolidating multiple application or database instances. 
  • Experience with cloud migration, Azure architecture, containerization, modular architecture, or microservices. 
  • Experience with Federal security, privacy, Section 508, NIST, FISMA, and ATO requirements. 
  • Experience integrating procurement, financial, identity-management, analytics, document-management, and ITSM systems. 
  • Relevant certifications such as Azure Solutions Architect, Azure Developer, AWS Solutions Architect, CISSP, SAFe, or Scrum certification.
