Senior Researcher-Quality Measurement (Remote)

ICF is growing and we’re seeking a Senior Researcher for a new and exciting opportunity serving Quality Measurement Programs for a federal client.

Our agile team is responsible for the review, testing, and publication of quality measures, review new, modified and retired measures for corresponding changes needed in measure specifications and implementation guides. Additionally, we are responsible for the communication and coordination of data received from ESRD providers, networks and other stakeholders. We work with external federal agencies and their contractors to ensure data is accurate and published within the established legislative guidance.

Our Sr. Researcher is responsible for coordinating with providers and networks to submit quality measures data to our federal partner. This position will also be responsible for working with the Project Director and Program Manager, ensuring data, calculations are accurate for the purposes of analysis and trending for future federal register publications. The Senior Researcher will also, on occasion, be requested to present educational materials to the ESRD community.

Key Responsibilities/Job Duties

• Provide guidance for quality measure development, evaluation and analysis

• Lead specifications and specification manual production

• Lead effort for performing scoring evaluations

• Perform federal register analysis, provide analysis to federal sponsor

• Participate in requirements gathering sessions

• Conduct program data analyses and produce reports to support implementation

• Support the Program Manager to develop the overall timeline and roadmap

• Other duties as identified by the Program Manager, Project Director or client

Required Qualifications

• PhD with 5+ years experience in public health, quality improvement, measure development or related field. OR Master’s Degree with 10 years experience public health, quality improvement, measure development or related field

• 1+ year of experience with html, csv, json and other data management mediums so as to provide analysis and recommendations for changes

Preferred Qualifications:

• Experience working with federal agencies such as the Centers for Medicare and Medicaid Services (CMS) Centers for Disease Control (CDC) experience a plus

• Experience with ESRD Networks

• Experience developing, managing and evaluating quality measures for federal or private payer programs

• Experience with Scrum Framework, Scaled Agile Framework (SAFe) experience a plus
