Management Analyst (Emergency Medical Services) - Clearance Required

ARServices is seeking a skilled Management Analyst who can work in a hybrid environment (on Client site and remote telework) in support of the DHS Office of Health Security's (OHS) Emergency Medical Services (EMS) Division, directly supporting and enhancing the nation's abilities to prevent terrorists and other threat actors from exploiting public health vulnerabilities. OHS leads DHS efforts in protecting the health of their workforce and the homeland. An ideal candidate will support these efforts by actively advising on medical first-response programs and policies to support operational partners in closing capability gaps and adversary pathways. In addition, the candidate will provide administrative, programmatic, training, exercise, information coordination, and operations support as it relates to emergency medical response and force protection. The candidate must be able to obtain DHS Suitability and have an active Secret clearance. This is an Onsite position at the client site in Washington, DC, but can be supported remotely, except when the client needs the Onsite support at their DHS St. Elizabeth's complex in Washington DC. The Onsite work will be based on the client's need.

Principal Duties:

• Directly advises and assists the Division with drafting Emergency Medical Services (EMS) policy, protocol, and standard operating procedures to address operational gaps and reduce adversarial pathways.
• Supports information integration into the operations process through open-source research and analytical recommendations centered on force protection or workplace health and safety.
• Serves as the administrative task lead, monitoring the Division inbox and assisting with task assignment and delegation at the request of the EMS Division Director.
• Provides assistance and support for developing training and products related to DHS Law Enforcement and Special Response Team (SRT) medical capabilities and procedures.
• At the request of the EMS Division Director, provides subject matter expertise on EMS inputs for program development as it relates to force protection and clinical education.
• Assists with maintaining the licensure and standards for the DHS EMS enterprise.
• Conducts, leads, and participates in engagements with partner agencies and subject matter experts at the request of the EMS Division Director.
• Creates training manuals, templates, and other products to close operation gaps and support the Division.
• Supports engagements with non-enduring contractors for DHS to facilitate program support at the request of the EMS Division Director.
• Maintains comprehensive knowledge of emerging EMS trends for operational response, management, and treatment.
• Assists with weekly briefings regarding the EMS program and project statuses.

Requirements

• Ability to obtain DHS Suitability.
• BA/BS degree or equivalent.
• Minimum of 3 years of experience in Paramedic/EMT, Operational Medicine and/or local public health experience.
• Excellent communication skills, both oral and written.
• Proficiency in MS Office Suite (Excel, Word, PowerPoint), SharePoint and MS Teams.
• Understanding of law enforcement-Public health communities, practices and interfaces, and knowledge of local, state and Federal EMS system are ideal.
• Experience and familiarity working with electronic patient care reporting systems is ideal.
• National Registry Emergency Medical Technician with EMS field experience preferred.
• Knowledge or basic understanding of Hazardous Material Response or CBRN operations as they relate to emergency medical services is desirable.
