Work is performed under the general guidance of the Division Director. Work assignments are very broad in scope and are performed with considerable independence. The incumbent must demonstrate a high level of expertise in and knowledge of all aspects of the position.The Operations Manager supervises and coordinates the activities and training of all personnel assigned to his/her division workgroup. Serves as a technical consultant to employees in solving difficult assignments and advises the Director, other City departments, and the public on operational outcomes; and provides budget and workforce forecasts for long-term planning.
About the Position:
The Operations Manager is a senior management role tasked with overseeing maintenance and cleaning operations across key areas, including the Central Business District (CBD), Sugarhouse Business District (SBD), 300 North Pedestrian Bridge, and the S-Line Greenway. This position also directs the Rapid Intervention Team (RIT), ensuring efficient cleanup and response to areas impacted by homelessness after services have been offered to those in need. This position plays a critical role in supporting vibrant, clean, and accessible business districts while fostering strong relationships with stakeholders and addressing community needs.
Core tasks involve:
Supervision: Managing program supervisors and indirectly overseeing a team to ensure effective operations and alignment with division goals.
Right-of-Way Cleaning Coordination: Organizing and supervising cleaning efforts for public rights-of-way to maintain high standards of cleanliness and usability.
Construction Coordination: Liaising with Salt Lake City engineering and construction teams to address impacts on district infrastructure, such as sprinkler systems, electrical systems, and planters, ensuring minimal disruption to operations.
Business and Public Relations: Serving as a primary point of contact for business owners and the public to address concerns and provide timely resolutions.
Meeting Participation: Representing the Division in various forums, including Downtown Redevelopment Team (DRT) meetings, Salt Lake City engineering planning and drawing review, monthly downtown and Sugarhouse coordination, homeless services coordination, facilities staff, CBD staff, and other discussions that influence business district operations.
Snow Removal Oversight: Managing targeted snow removal efforts to ensure accessibility and safety during winter months.
Days of ’47 Parade Oversight: Manage annual post-parade clean up.
Safety Training Oversight: Manage safety training program and safety meeting coordination. Issue weekly safety talk topics to supervisors.
Right of Way Encroachment Oversight: Review outdoor dining and other ROW encroachment requests to ensure that they comply with SLC Outdoor Dining Guidelines and ROW clearances.
Vehicle and Personal Accident Oversight: Investigate and develop accident reports and submit the reports to Safety Team for review.
Position Salary Range:
$93,221 to $103,579 annually based on qualifications and experience.

Key Responsibilities:
Participates as a senior management member in the formulation of division policies, goals and objectives, and in the establishment and updating of strategic planning. Presents the division’s policies and positions in meetings, negotiations and communications with the public, citizen and industry groups, Mayor and City Council members, the media and other public forums within assigned areas of authority.
