Job Summary:

Responsible for managing and ensuring the success of the Department's functions and related responsibilities are carried out for the various transit federal grant programs.

Develop/administer said programs for the Dept. Provide technical expertise/management assistance to ensure ADOT fulfills its federal responsibilities (23 CFR Chapter VI) and state responsibilities (A.R.S. Title 28) of these programs. Collect and analyze statistical data, conduct site reviews and ensure agency compliance with federal safety requirements. Interpret federal and state regulations and ensure appropriate cooperation, coordination and communication with internal/external transportation partners, stakeholders and customers.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Administration and oversight of Federal Transit Administration (FTA) grant funds awarded to a number of transit systems (grantees) throughout the state.

Grant writing and administration of all Federal Transit Administration grants for the assigned program.

Ensures federal regulatory compliance: provides technical assistance and training in a variety of areas including procurement, financial management and.

Facilitate program development, safety and civil rights compliance; data collection/analysis and reporting, project management, policy development, implementation and system planning.

Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
- Development of transit systems and services.
- Federal/state laws and regulations governing transit funding and services.
- Program management and federal/state compliance practices.
- Standard industry practices, processes in transit operation/administration at federal, state, and local levels.
- Principles, methods, and tools to conduct studies, research, analysis, and report presentation.

Skill:
- Time management and organization.
- Research, analytical methods, and technical writing.
- Meeting facilitation.
- Communication with subordinates, peers, government officials, stakeholders, and the public.
- Proficient with Google Workspace and Microsoft Office.

Ability:
- Problem solving skills using prudent judgment to make decisions and recommendations.
- Efficiently manage work load which includes planning, prioritizing, organizing, and following through on tasks, assignments, projects, and reports to meet deadlines.
- Read and interprets technical information, specifications, and contracts.
- Successfully manage a program and lead consultant and/or contract staff to project completion.
- Successfully prepare and deliver written and oral presentations.

Selective Preference(s):

Bachelor's Degree in public administration, planning, economic, social sciences, and/or related field.

On the job experience of three (3) to five (5) years in public transit or transportation field and/or a combination of training and experience that meet the knowledge, skills, and abilities may be substituted.

Experience applying for or managing grant applications, administration of transit services, and implementation of transit services.
