BASIC FUNCTION:
Launch and manage the new Innovation Matching Grants (IMG) program under the Division of Science, Technology and Innovation (NYSTAR). This will include end-to-end oversight of the statewide program, including the application process, development of the scoring rubric, coordination of applicant reviews, award letters, and ultimately funding awards. It will also involve working with and coordination across multiple functions within Empire State Development.
WORK PERFORMED:
- Launch the Innovation Matching Grants (IMG) program to meet the approved Program Guidelines.
- Develop IMG application and review workflow and suite of tools for as digital (paperless), streamlined, scalable and transparent a process as possible.
- Establish and oversee reviewer panel(s), including establishing balance between speed to completed reviews and reviewer workload.
- Track performance, results and impacts of the IMG program through the application tools and surveys.
- Drive continuous improvement of the program across application rounds within the constraints of Program Guidelines.
- Develop deep understanding of federal SBIR/STTR programs across agencies, including requirements and deadlines.
- Coordinate efforts across Procurement, IT, Loans & Grants and NYSTAR teams to ensure smooth integration and workflow.
- Contribute to the development of internal and external communications, collateral, and events promoting the IMG
- program and NYSTAR, and with required annual reports.
- Represent NYSTAR and ESD at relevant meetings, conferences as directed.
- Oversee and undertake special projects or initiatives as needed.
MINIMUM REQUIREMENTS:
Education level required: bachelor’s degree in business, public administration, entrepreneurial studies, liberal arts, social sciences, statistics, or similar fields, or 5+ years relevant work experience.
Experience required: 3+ years of relevant experience, preferably in program management. Excellent written and verbal communication skills. Strong organizational, problem-solving, and analytical skills. Demonstrated ability to effectively manage multiple tasks simultaneously, take initiative, and work independently.
Knowledge Required: Excellent verbal and writing skills; knowledge of Microsoft Office.
