Federal Reserve Bank of St. LouisThe Treasury Relations and Support Office (TRSO) is the Federal Reserve System’s (FRS) national product office that oversees fiscal agency services provided by the Federal Reserve Banks (FRBs) for the U.S. Department of the Treasury (Treasury) through the FRS Treasury Support portfolio of products and services. TRSO is looking for a TRSO Consultant (Financial/Project Management) to provide support for TRSO financial management, project management, reporting, and other TRSO projects.You will be a matrixed role and will work with TRSO leadership and staff to coordinate important aspects of financial planning, analysis, and compliance for the FRS Treasury Support portfolio in partnership with the FRBs and Treasury. The Consultant will facilitate multiple financial and non-financial projects and related executive communications to support different programs across the TRSO, FRBs, and Treasury. You will report to the Senior Manager of Finance and Budget in the TRSO.
Responsibilities
You will support a variety of financial and non-financial projects which will include managing multiple complex assignments with a variety of FRS and Treasury partners.
Develop in-depth knowledge of FRS cost accounting concepts, policies, and technologies and use that expertise to support and train others across the FRS Treasury businesses.
Be the TRSO Financial Management liaison and FRS Treasury cost accounting expert to Reserve Banks, the Board of Governors (BoG), FRS National IT, and Treasury partners.
Facilitate the FRS Treasury Budget Community of Practice (CoP) and support TRSO financial management projects, such as best practices, procedures and guidelines, across FRBs using the FRS Treasury Budget CoP.
Collaborate with FRS Treasury businesses to review business and financial information, forecasts, and governance materials, including development of multi-year business and financial roadmaps.
Summarize clear takeaways from complex information into recommendations and action items using both qualitative and quantitative methods·
Support the TRSO’s planning and operational data quality assurance efforts and work with FRS Treasury businesses and other FRS partners to increase data quality and develop cost metrics (e.g., unit cost).
Help develop clear TRSO financial and non-financial communications (presentations, content, articles, etc.) for executive audiences including FRS and Treasury governance bodies.
Partner and build relationships with different partners at all levels of the organization, including business leaders, product owners, budget practitioners, and financial management leaders and staff across both FRS and Treasury.
Analyze complex ideas and proposals and use partners’ perspectives to develop solutions and recommendations.
Qualifications
Bachelor’s degree in finance, accounting, or related field
5+ years related experience as business/financial analyst or similar role
Interest in expanding knowledge base to learn organization-specific rules and policies
Proficiency in financial analysis, financial planning, and modeling and associated tools such as Excel (can maintain complex spreadsheets), Word, PowerPoint, and Visio
Have broad set of strategies to resolve issues and implement operational processes
Diligence in details with a focus on data accuracy
Position requires U.S. citizen or lawful permanent resident with three or more years of U.S. residency

Salary: $99,200-$129,000
