The incumbent serves as the Security Cooperation Participant/Foreign Military Sales (FMS) Sustainment Analyst. This position provides: subject matter expertise and integration analysis for the implementation and deployment of the F-35 Logistics and Sustainment; logistics expertise supporting aircraft, weapon systems, training, and SE programs; and conducts logistics, supportability, reliability, maintainability, and operational analyses and provides recommendations for tailoring, optimizing, and establishing logistics element requirements in support of aircraft, weapon systems, training, and Support Equipment (SE) programs. Additionally, this position will provide recommendations for: Changes to site support including maintenance planning, phased support, manpower and personnel requirements, initial provisioning and material support, support equipment, training and training devices, technical data packaging, handling, storage and transportation, and facilities: the development of Life Cycle Cost (LCC) and Total Ownership Cost (TOC) Management Plans: and the review and development of Maintenance Plans/Logistics Support Analysis (MP/LSA) records, maintenance tasks and Level of Repair Analysis (LORA) recommendations.
DUTIES:
Track and support resolution of implementation issues through the development and sustainment execution contracts.
Responsible for the coordination for all country Logistics and Sustainment requests for information with the appropriate JPO and/or contractor personnel.
Responsible for the coordination of information and briefing material for the various program reviews with the Country leads.
Develops presentations on program status, accomplishments, progress to all levels of DoD and industry.
Serves as technical analyst for assigned program in major program reviews, inspections, conferences, and other program evaluations and events.
Responsible for reporting periodic and comprehensive assessments and evaluations of program goals and objectives that will provide a basis for long-range planning to enhance the organization’s management capabilities.
Devise strategies for deploying and implementing new JSF foreign military sales initiatives and measuring the effectiveness of implementation.
Use quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving JSF foreign military sales planning, control and execution.
Analyze, organize, plan and administer various phases of performance-based logistics activities for one or more complex foreign military sales programs.
Analyze complex program requirements documents, technical data, customer usage data, customer maintenance practices, customer operation characteristics, and related reports for assigned foreign military sales to determine performance-based logistics requirements.
Responsible for developing plans to include budgets and schedules to meet contractual/projects requirements for JSF foreign military sales programs.
Establish and define program plan requirements.
Perform in-depth studies to determine optimum program plans in support of JSF foreign military sales
Apply knowledge of the defense acquisition process and logistics processes to support a foreign military sales customer.
Develop logistics plans to enhance distribution of goods and supplies. Identify, prioritize and assess key logistics assets and infrastructures.
Responsible for solving highly technical problems and a resource for resolution of unique or complex problems involving JSF foreign military sales.
Provide subject matter support to the JSF ID SCP/FMS Program Manager for Security Assistance Program Manager (SAPM), as required for the execution of FMS LOAs.
Requirements
Required:
1. Bachelors Degree or Higher with course work in either business, logistics, management, or finance.
2. Greater than 15 years experience in: one or a combination of the following: Aircraft Maintenance, Military Logistics, Acquisition Logistics, Program Management and/or Military Aviation
