Minimum Qualifications 

The formal education equivalent of a bachelor’s degree in social work, psychology, general business administration, or a related field; plus four years of experience in human services or a related field, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

 

Job Summary

Supervises a subordinate professional and administrative support staff by interviewing and recommending for hire, providing training opportunities, assigning and reviewing work and special projects, and evaluating the performance of incumbents. Manages the operations within a multi-county area through county supervisors and program representatives. Determines program goals, objectives, and guidelines, implements operating policies and procedures, and evaluates program effectiveness and compliance. Conducts meetings to discuss program progress and problems. Provides administrative support to supervisors and personnel by interpreting regulations, policies, and procedures. Performs administrative duties by reviewing and analyzing data, compiling reports, and preparing correspondence. Contributes to the development of an operating budget by identifying program needs, monitoring expenditures, approving reallocation of funds, and preparing justifications. Performs other duties as assigned.

Special Requirements-

  • Must have completed Eligibility Training for SNAP, Medicaid, and TEA.
  • Must have experience reviewing SNAP cases
  • Must have experience determining eligibility in ARIES
  • Must be able to interpret and apply policy
  • Must have strong writing skills
  • Must have excellent communication skills
  • Must have the ability to research and interpret federal regulations as they relate to the SNAP Program
  • Must be proficient in Microsoft office programs

Summary

The Department of Human Services (DHS) Program Manager is responsible for planning and directing a specific human service program and providing technical assistance. This position is governed by state and federal laws and agency/institution policy.
