The Cleveland Metropolitan School District (CMSD) serves approximately 37,000 students in 100+ schools. The Cleveland Plan defines CMSD’s approach to the reinvention of public education and holds our community accountable for the success of Cleveland’s schoolchildren. The Cleveland Plan is supported by Ohio House Bill 525, which provides much-needed flexibility and autonomy for the district and its schools. Our schools have autonomy over human and financial resources in exchange for accountability for
performance. The principal has primary responsibility and accountability for establishing his or her school as a high-quality, high-expectations academic center with a focus on personalized instruction, professional support for teachers, and school-wide practices that lead to measurable results.
The Cleveland Metropolitan School District has developed standards of excellence that the district applies to all parts of the organization inclusive of schools, principals, school leadership teams, networks, and central office. Alignment between Standards of Excellence (SoE) and the district’s Theory of Action helps ensure that principals are able to focus on scholar achievement and that central office supports are timely and effective.

THE OPPORTUNITY:
Reports to: Executive Director Contract Implementation
FLSA Status: Exempt
Salary Band: 14
Compensation: $63,240.00 - $88,536.00
Responsible for overseeing and managing the general accounting, treasury, and financial reporting functions, ensuring compliance with CMSD’s policies and procedures and state and federal regulations
ESSENTIAL DUTIES AND RESPONSIBILITIES
Reviews and investigates employee grievances, disciplinary actions, and Collective Bargaining Agreement-related concerns as a team member
Serves as a hearing officer for matters arising under multiple provisions of Collective Bargaining Agreements across multiple labor union groups
·Serves as a District representative at regularly scheduled labor-management meetings
·Serves as a designated hearing officer during the employee discipline process
Serves as the management representative during the arbitration process
Provides recommended solutions to problems or disputes
Conducts investigations and interviews with employees at multiple levels of the organization in order to inform determinations and resolutions
Supports the management and union officials in the development, application, and interpretation of labor relations policies and practices
Advises management on the proper procedure for disciplinary action against employees
Assists the Executive Director of Contract Implementation in labor relations/collective bargaining matters and testifies as needed at fact-finding and arbitration hearings
Prepares reports and maintains databases on actions taken concerning discipline, discipline dispositions and summaries, and execution of discipline outcomes
Attends Board Meetings twice a month, as needed
Engages in collaborative work with administrators across multiple divisions in order to ensure consistency and effective execution of progressive discipline strategies
Collaborates with peers within the department to ensure discipline outcomes and strategies are recorded and processed in a timely manner
